Specifically, the Board charged the Commission with drafting a hazardous materials storage and transportation plan and ordinance, coordinating the implementation of the hazardous materials release response plan and inventory program, and to analyze and develop recommendations regarding hazardous materials issues with consideration to broad public input, and report back to the Board on Board referrals. The Commission has 13 members, each with an appointed alternate: 2 city representatives, 3 business representatives, 3 environmental organization representatives, 1 League of Women Voters representative, 2 labor representatives, 1 environmental engineering firm representative, and 1 general public representative. Terms for all seats are four years. The IOC reviews nominations to all seats except those designated for cities. At its meeting on April 16, the IOC approved the recommended appointments. This seat was vacated by Hans Ho on February 6, 2007 and was declared vacant for the required period of time. Mr. Sattler applied for the seat during an open application process. As a member of Communities for a Safe Environment, Mr. Sattler has a long and active history of working on local environmental issues related to hazardous materials, especially the Industrial Safety Ordinance and the Risk Management Program. He is also an active member of the Citizens Advisory Panels for the Shell Refinery and Rhodia. The Hazardous Materials Commission bylaws call for three (3)representatives of environmental organizations, with all applicants to any of the three seats to be nominated by an environmental organization, but that no particular environmental organization will have an exclusive right to nominate an individual to any one of the three aforesaid seats or their alternates, and therefore, which environmental organizations are represented on the Hazardous Materials Commission rests with the Internal Operations Committee and ultimately the Board of Supervisors (IOC Bd Order dated February 24, 1998).
