MEMO
To: Contra Costa County Board of Supervisors, Internal Operations Committee
From: Michael Kent, Executive Assistant to the Hazardous Materials Commission
Ike: Nomination to Vacant Environmental Alternate Seat
The Hazardous Materials Commission would like to nominate Ralph Sattler to fill the vacant alternate position
for the Environmental Organization #3 Seat currently held by Steve Linsley representing the Sierra Club (see
attached application). This seat was vacated by Hans Ho on February 6, 2007 and was declared vacant for the
required period of time. Mr. Sattler applied for the seat during an open application process. As a member of
Communities for a Safe Environment, Mr. Sattler has a long and active history of working on local
environmental issues related to hazardous materials, especially the Industrial Safety Ordinance and the Risk
Management Program. He is also an active member of the Citizens Advisory Panels for the Shell Refinery and
Rhodia.
The Hazardous Materials Commission bylaws call for three (3)representatives of environmental organizations,
with all applicants to any of the three seats to be nominated by an environmental organization, but that no
particular environmental organization will have an exclusive right to nominate an individual to any one of the
three aforesaid seats or their alternates, and therefore, which environmental organizations are represented on the
Hazardous Materials Commission rests with the Internal Operations Committee and ultimately the Board of
Supervisors (IOC Bd Order dated February 24, 1998).
