The Board of Supervisors may appoint one representative and one alternate representative. By law, an appointee may serve no more than two consecutive terms. The Internal Operations Committee reviews nominations for the County's seat on the Advisory Board. Smith fill the Bay Area Library& Information System(BALIS)Lay Advisory Board(SAB)vacancy through June 30,2008. The Library followed the Internal Operations Committee's recommended procedures for this recruitment: • Issued press releases on July 13, 2006 announcing the vacancy throughout Contra Costa County and posted the vacancy on the Library's Web site, http://www.ccclib.org/ • Two applications were received by the July 24, 2006 deadline. • A sub-committee of the Library Commission was appointed at their regular scheduled July 27, 2006 meeting. Library Commission Chair,Walter Ruehlig and Commissioner James Villegas were appointed as the sub-committee. • The sub-committee interviewed the two applicants on August 21, 2006. • The sub-conunittee selected Alan B. Smith as the applicant to recommend to the Library Commission to fill the vacancy. • At the September 28, 2006 Library Commission meeting,the Commission reviewed the minutes from the sub-committee's August 21, 2006 meeting and concluded with a recommendation of Alan B. VOTING: According to the By-laws of the Library Commission, in order for a vote to pass, a majority of the city representatives and/ majority of the County representatives must.approve it. Upon reauthorization of the Library Commission, the five speci` appointees to the Library Commission draw lots to determine whether their votes count with the cities or the County. This promotional material was funded mostly through a grant. Cain said that she and other Library staff recently attended a Macintosh Users Group meeting where over 150 people attended and the Library is placing information in their newsletter. She asked the Commission for other promotional suggestions. Commissioners asked to consider addressing Library marketing at a future Commission meeting. Commissioner Whitley commented that the services demonstrated are reaching the computer literate, but he questioned how the Library is reaching those people who are not, and have no desire to become, computer literate. He suggested finding a trial marketplace in several communities and make a greater effort to promote library services. There are many communities that would receive this positively. He said that the computer services are great and that the library staff should promote it out into the communities. Cain said that the Library has a portable lab with laptops that is brought to community groups and they are shown how to use the online services, such as the databases. She added that the Library's online services generally do not cost the Library any more money if more people use them. When the patrons use them they are self-service and have no additional cost to the Library as more people use them so the Library is very interested in marketing these services. Commissioner Whitley suggested that the Library consider outreach with organizations such as the Lindsay Wildlife Museum, which has considered have a library as a part of the Museum and create an inventory of books and periodicals. Whitley questioned why they should duplicate what is already available through the Contra Costa County Library. There is a group within this Museum that already has interest in pursuing a library. He said that the Lindsay Wildlife Museum has a large membership and these members could be contacted through an outreach partnership with the Library. Cain expressed that this is a great idea and it would be worth contacting them. Contra Costa County Library subscribes to large sets of electronic reference books and databases about animals and wildlife that may be of interest to them. Commissioner Hoisington said that the Lindsay Wildlife Museum is a member of the Lafayette Library's consortium and collaborations such as these are good. Moraga Friends paid to place movie theatre advertisements about the Moraga Library. Commissioner Burstyn said the theatres, television and radio stations do public service announcements and they may also be an outlet of publicity outreach. She is available to help with library publicity. BAY AREA LIBRARY & INFORMATION SYSTEM(BALIS)LAY ADVISORY BOARD VACANCY Commission Chair Ruehlig explained that Commissioner Smith's term as the advisory member to the BALIS Advisory Board has expired. A press release asking interested applicants to submit their applications to the Clerk of the Board has been paced with a deadline of Monday, July 24, 2006. Commissioner Smith said that he has submitted his application to be reappointed. \ Commissioner Villegas volunteered to serve on a subcommittee with Commission Chair Ruehlig to . evaluate and interview potential candidates. O'Neill introduced himself to the Sub-Committee. He has been a Concord resident since 2002. He is an active Library patron with his two children, ages six and three. O'Neill explained that he is interested in Contra Costa County Library and its services, in particular library information systems and how it interfaces in a user-friendly manner with the public. O'Neill explained that he looked into the Library Commission structure. He has also looked at other County Commissions He expressed that the BALIS Advisory Board is something that he would be interested in. Commission Chair, Ruehlig, explained that the Library Commission meetings are open to the public and suggested that O'Neill consider attending the September 28,2006 meeting. Commissioner Enholm mentioned that Contra Costa County Libraries have Friends of the Library groups that could use his talents. O'Neill said that he has attended the Friends booksales in the past. Smith added that he has been very active in gathering support for the PLF and he will be on the September Mayors' Conference Agenda with County Librarian, Anne Cain, asking for their support. Smith mentioned that he is also working with the California Library Association's (CLA) lobbyists, Mike and Christina Dillon, and will be at the CLA's November conference. He is also working with Supervisor DeSaulnier and Senator Torlakson to urge them to ask the Governor for full funding of the PLF. Ruehlig asked about any upcoming BALIS activities and Smith said that BALIS is planning to have a workshop on marketing libraries and target audiences. 7. DELIBERATE TO SELECT APPLICANT AS BALIS ADVISORY BOARD MEMBER Commissioner Leffman commented on his positive impression with Smith's previous service to libraries, his hard work, his enthusiasm and his top credentials. Leffman added that Contra Costa County Library is fortunate to have someone of Smith's caliber serve on the BALIS Advisory Board. Commissioner Enhohn said that in his two years as a Library Commissioner,he has witnessed Smith's work and wonderful dedication to Proposition 81. Enhohn added that being an incumbent offers a form of continuity to the position and the working relationship that he already has with the library community including County Librarian,Anne Cain. Enholm believes that Cain would prefer to have continuity in the position, even though he knows that she would develop a working relationship to bring a new person onboard. He would prefer to continue that relationship without interruption, which would occur with a new person in that position. Enholm said that Smith is already doing a great job and it is an advantage to continue with those relationships. Commissioner Leffman added that it takes time to establish those contacts that Smith has made over the years. Smith has exposure to and knowledge of library issues and needs, and has a vision for the future. Leffman added that he hopes Patrick F. O'Neill is able to be directed to an area of the Contra Costa County Library where he could become involved. Commissioner Enholm added that he hopes O'Neill considers attending a Library Commission meeting to give him the opportunity to develop an understanding of the Library and possibly ready him to fill a future vacancy. The Sub-Committee of the Library Commission, Ruehlig and Enholm, unanimously voted to recommend that the Board of Supervisors offer the position of the BALIS Advisory Board representing Contra Costa County Library to Alan B.
