SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: RE-APPOINT Jim Hale and Kathleen Jennings (addresses on file) to the At Large #1 and #2 seats, respectively, on the Fish and Wildlife Committee, each to new terms ending February 28, 2009. BACKGROUND: The Fish and Wildlife Committee was established in December 1994 to advise the Board of Supervisors on fish and wildlife issues within the County including enforcement of fish and game laws, and to make recommendations for the expenditure of funds from the Fish and Wildlife Propagation Fund. The Fish and Wildlife Committee comprises ten appointees of the Board of Supervisors: one nominated by each Supervisor, and four At Large seats plus one Alternate nominated by the Internal Operations Committee (IOC). The Internal Operations Committee, at its April 16 meeting, approved the nominations. Of these 10 total positions,five are nominated by individual members of the Board of Supervisors,and five are At-Large positions nominated by the Internal Operations Committee of the Board of Supervisors (including the "Alternate to At-Large" seat). Two "At-Large" seats were to expire on February 28, 2007. The Fish and Wildlife Committee (FWC) met on Wednesday February 21, 2007,to consider a recommendation to the Board of Supervisors'Internal Operations Committee on filling expiring seats on the FWC. On January 23, 2007, solicitations to accept applications from the public were sent out. Five new applications were submitted by February 7, 2007, including the two that were submitted by the members whose seats are to expire on February 28, 2007 (Jim Hale and Kathleen Jennings). Six applications,which were submitted within the last 18 months,were also eligible for consideration. A total of eleven applications are attached to this memo. The FWC reviewed all eleven applications on February 21st and decided to recommend to the Internal Operation Committee Jim Hale (5 ayes, 0 no, 1 abstention by Hale)and Kathleen Jennings (5 ayes, 0 no, 1 abstention by Jennings) for the vacant At-Large seats. Special Interests: I have fished the Delta and Northern California rivers for over 40 years. I know these waters and have observed trends in fish populations and changes in the waterways. These programs were designed for technical and other professionals involved in these fields. Years of teaching in the community colleges as well as working with the US Public Health Service combine with my UC experience to give me a strong background to understand county-wide issues involved with Fish and Wildlife management. I have volunteered in many capacities in Orinda for years--film festival, educational foundation, parents' clubs, etc. Special Interests: I am especially interested in native wildlife and habitat restoration. This came about partly as a result of an epiphany experienced on a field trip to the Owens River with the Water Education Foundation.
