The WDB has responsibility for overall workforce investment policy, a workforce development plan, and oversight of the One-Stop Career Center system. Under the Workforce Investment Act, the "Chief Elected Official' (County Board of Supervisors) is designated as the appointing authority for membership on the WDB. The WDB has 39 seats: Business members (20), Education members (2), Labor members (2), Community- Based members (3), Economic Development members (2), and One-Stop Mandated Partners (9), and At Large (1). The Internal Operations Committee (IOC) screens all WDB nominations. The Workforce Development Act requires that the Workforce Development Board membership include a representative from each one-stop mandated partner. One-stop mandated partners receive federal Community Service Block Grand funding and provide core one-stop workforce development services. Note that the One-Stop Mandated Partner seats are ex-officio in nature and do not have specific term expirations. The Internal Operations Committee, at its April 16 meeting, approved the nominations. It also brings forth the application of Yolanda Vega, Bay Area Rapid Transit ( BART) to fill Business Seat # 7. A. BACKGROUND AND DISCUSSION The Workforce Investment Act calls for a business majority. Our Board continues to recruit key leadership to fill these positions. Yolanda Vega serves as a senior member of the Performance and Learning Division of the HR Department at BART. Our bylaws call for various mandated seats including one for Job Corps if its programs are offered in the area. Based at Treasure Island, Job Corps serves youth in the San Francisco region. Mr. Kenny is the area Director of Hard Trades. The Board Development Committee accepted Dan's resignation and the appointment of Brendan Kenny by Job Corps. The Committee reviewed and brings forth with their recommendation the appointment of Yolanda Vega, representing BART and the transportation industry. CURRENT SITUATION With the resignation of Dan Abrami, Job Corps was contacted to make a new appointment. Ms. Vega has much experience serving on boards and is eager to bring her background in leadership and knowledge of transit issues to her work as a potential board member. B.
