SPECIFIC REQUEST(S) OR RECOMMENDATION(S).& BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. AFFIRM that it is the policy of the Redevelopment Agency to utilize First Source Hiring
Programs; and,
2. AFFIRM that it is also the policy of the Workforce Development Board to emulate and
support the Redevelopment Agency's First Source Hiring Program by providing
technical assistance for implementation of this initiative.
3. APPROVE a Modified First Source Hiring Program by the Redevelopment Agency and
Workforce Development Board in the North Richmond Redevelopment Project Area.

BACKGROUND/REASONS FOR RECOMMENDATIONS:
A consistent theme of economic development initiatives in Contra Costa County has been a
desire to link targeted populations to jobs created by activities regulated by the County, or
subject to business agreements with County operations (reference the Employment
Strategies Group work in 1985, and the Contra Costa Works Action Plan in 1993). These
"First Source" approaches encourage businesses doing business in high poverty areas to
enter into First Source Hiring Agreements to give unemployed residents first opportunities
at local jobs. The Community Development Department and the Redevelopment Agency
have fully incorporated this First Source principle into it's' activities in the North Richmond
community since 1995. The Redevelopment Agency's AB. 1290 Implementation Plan
specifically references a First Source Hiring Program as a means to realize local economic
development goals.
The North Richmond First Source Hiring Program is designed to provide access to job
opportunities being created in the community first to the local residents of North Richmond.
First Source Hiring is a process in which local employers are encouraged to target
residents from the local community to fill new, and open, job opportunities in exchange for
specialized incentives or to fulfill a condition of approval per an approved County permit.
The North Richmond First Source Hiring Program will be jointly administered by the
Redevelopment Agency, County's Workforce Development Board, and One Stop Business
and Career Center. The Program will partner with community-based organizations in
undertaking the program, including marketing, workforce preparation, and
recruitment/referral processes. The revised North Richmond program consists of the
following components:
1. PROJECT COORDINATION TEAM
The Project Coordination Team includes staff from the Redevelopment
Agency, County's Workforce Development Board, EastbayWorks Business and
Career One Stop Center, North Richmond Youthbuild Program, and the North
Richmond Municipal Advisory Council. The overall goal of the team is to
implement the program and to put in place the necessary systems and
protocols for current and future users.
The Project Coordination Team meets monthly to map out project strategies,
problem solve, and to continue providing capacity for oversight,
tracking, and reporting back to the Board and community at large.
2. PROGRAM MARKETING
The Project Coordination Team will provide First Source Hiring information to
job seekers, businesses with first source hiring obligations, new business and
distributes job openings and announcements throughout the community,
including the Young Adult Empowerment Center (YAEC), North Richmond
Youthbuild Program (YB), Neighborhood House of North Richmond, and
North Richmond Municipal Advisory Council Meetings. The Agency will
assume responsibilities for communicating with local businesses, Workforce
Development Board, One Stop Business & Career Center, and other relevant
agencies. The WDB and One Stop Business&Career Center will disseminate
employment information to community based organizations,job applicants and
the general population.
3. RECRUITMENT AND SCREENING
The WDB & One Stop Business & Career Center will be responsible for
collecting resumes and making referrals from community based organizations
such as YB and the YAEC. They will also match candidates with job
opportunities, arrange interviews, assess skill and education levels,
qualifications, and dependability. Recruiting and referrals will be based upon
available job announcements, postings, and conversations with North
Richmond employers via the advanced notification process
4. JOB REFERRALS
The WDB and One Stop Business & Career Center will both have equal
authority to make referrals and hiring suggestions to local businesses
seeking employees from the NR community.

5. POST PROGRAM MONITORING AND REPORTING
The Redevelopment Agency is the lead agency for this project and will provide
periodic reports, outcomes, achievements, areas of improvement, and feedback
to the Board, business community and local community stakeholders. The
Agency will also be responsible for providing the project team with employer
leads, site visits, and new job referrals. Staff from the Agency will continue to
coordinate overall activities of the Project Team in order to provide a forum for
consideration of all problems, issues and concerns. The Agency will
monitor compliance levels of North Richmond businesses to ensure that "best
faith" efforts, and real commitments, are being made for the all parties
participating in the North Richmond's First Source Hiring Program.
