APPROVE Consulting Services Agreements dated April 17, 2007 through April 17, 2009, with Huntsman Architectural Group (San Francisco), VBN Architects (Oakland), and Shah Kawasaki Architects (Oakland), each agreement in the amount of $250,000 to provide as-needed architectural services for various County projects. 2. AUTHORIZE the General Services Director, or designee, to execute the agreements. FINANCIAL IMPACT Project assignments will be made to the as-needed architects when there is an approved project and funding. The contract amount of $250,000 is a limit (not actual appropriated dollars), and it is possible that the limit may not be reached. The contract limit of $250,000 is spread over a two-year contract term. Having in place three $250,000, two-year, as-needed contracts, saves time and money when compared to the time and expense in conducting a consultant selection process on a project-by-project basis. BACKGROUND The purpose of the as-needed services agreements is to provide architectural services for County projects as they occur during the two-year contract period. When the General Services Department receives a project request, it will be determined at that time whether or not it would be prudent to utilize one of the as-needed architects. The as-needed architects will provide typical architectural services, such as programming, design, and construction administration. The types, sizes, and locations of projects will vary. Typical projects may include remodels, tenant improvements, additions, modernization, and reconstruction. Projects may also include investigations, studies, and reports. It is unknown at this time how many project assignments will be issued because the services are provided on an as-needed basis. To provide flexibility and capacity for project delivery, it is recommended that three as-needed contracts be approved at this time. It is anticipated that there are enough current and potential projects that will utilize three as-needed contracts over a two-year period. Potential projects that would utilize the as-needed contract include an office remodel for Human Resources and tenant improvements for Community Development. There are also upcoming tenant improvements projects for Employment and Human Services and Health Services. These projects, when combined with miscellaneous unanticipated projects, can be well served by utilizing the as- needed contracts. Huntsman Architectural Group, VBN Architects, and Shah Kawasaki Architects were selected through a competitive qualifications-based selection process. Statements of Qualifications ("SOQ") were requested, thirty-one SOQs were received, and ten firms were short-listed. A selection committee comprised of County staff from the Employment and Human Services and General Services Departments conducted interviews and ranked the short-listed firms.
