HomeMy WebLinkAboutMINUTES - 04172007 - C.38 TO: BOARD OF SUPERVISORS Contra FROM: William Walker, M.D., Health Services Director By: Jacqueline Pigg, Contracts Administrator �!, __: + ,; i4' Costa DATE: April 4, 2007 _.: County SUBJECT: Approval of Standard Agreement(Amendment)#29-502-19 with the State of California,Department of Alcohol and Drug Programs p SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the I-lealth Services Director or his designee (Haven Fearn)to execute, on behalf of the County, Standard Agreement (Amendment) #29-502-19, with the State Department of Alcohol and Drug Programs, to amend standard Agreement #29-502-13, effective July 1, 2006 to reflect an increase by the State, Federal Block Grant and Federal Drug Medi-Cal funding, in an amount not to exceed $99,110, fbr fiscal year 2006-2007, with a new payment limit of$11,199,973, and no change in the original tern of July 1, 2004 through June 30,2008. FISCAL IMPACT: Approval of this (Amendment) agreement will decrease the funds for fiscal year 2006-2007 by $99,910 from the State, Federal and Federal Drug Medi-Cal as follows: FY 2005-06 As Amended Net Change State General Funds $2,713,568 $2,770,473 $ 56,905 Federal Block Grants 6,576,294 6,561,593 <14,701> Federal Drug/Medi-Cal 1,811.001 1.867.907 56.906 TOTAL 511,100,863 $11,199,973 $ 99,110 No change in the required County match for this Agreement. Funding for this Contract is included in the Department's fiscal year 2006-07 budget, of this four year Agreement. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): This Standard Agreement 429-502 is a combined Negotiated Net Amount (NNA) and Drug/Medi-Cal contract. The NNA Agreement(effective July 1, 2004 through June 30,2008)requires counties to provide Drug/Medi-Cal services up to their hill State General Fund allocation for Drug/Medi-Cal match. If the required services exceed the allocation, counties may access a Drug/Medi-Cal reserve set aside for this purpose. EPUTY Board Order Page 2 #29-502-19 On May 25, 2004, the Board of Supervisors approved Standard Agreement #29-502-13 (as amended by subsequent amendments #29-502-14 through 429-502-18), with the State Department of Alcohol & Drug Programs, for the period from July 1, 2004 through June 30, 2008, for the provision of Substance Abuse services. These Agreements resected the anticipated FY 2006-2007 finding allocation. In a State Department of Alcohol and Drug Programs memorandum dated March 15, 2007, the County was notified of the increase in allocation. Based on current service level billings, no revenues impact is expected from this amendment. Approval of this Standard Agreement (Amendment) 429-502-19 will result in an increase in the State Medi-Cal and Federal Medi-Cal match to the County and allow continuation of the Prevention and Treatment Program, through June 30, 2008. Three sealed and certified copies of this Board Order should be returned to the Contracts and Grants Unit for submission to the State.
