FISCAI,IMPACT: The funds requested of the Federal Emergency Shelter Grant Program (FESG) 2007 are essential to maintaining adequate emergency housing and supportive services to chronically homeless individuals year-round. No additional County funds are required. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): The Health Services Department seeks funding to operate the adult interim-housing program at full capacity on a year-round basis. The Federal Emergency Shelter Grant (FESG) program, allocated through the State of California, is a source of public funding providing valuable housing and service benefits to homeless residents of Contra Costa County. Each year, the shelters serve over 800 individuals per year — most of whom are chronically homeless. The $200,000.00 requested in Federal Emergency Shelter Grant funding is necessary for the operation of the interim housing program for adults. Without such funding, the emergency shelter program may have to operate at a reduced capacity. Three certified and sealed copies of the Board Order authorizing submission of the application should be returned to the Contracts and Grants Unit.
