RECOMMENDATION:
AUTHORIZE the one-time expenditure of$6,000 in FY 2007-08 from the County Regional
Enhancement Designation budget unit 0007, org 1111, to fund the Discover the Delta Foundation:
FISCAL IMPACT:
The Regional Enhancement Designation, which resulted from the Dougherty Valley Development
Agreement, will be reduced by $6,000, leaving an available balance of approximately $390,441.
BACKGROUND:
As a condition of the Development Agreement for the Gale Ranch I subdivision in Dougherty Valley,
the developer was required to pay to the County "a contribution of$1,000 per residential unity,
payable at building permit issuance, which regardless of any annexation and notwithstanding any
other provision of this Agreement, County, and not any annexing city, shall receive and spend for
once or any of the following purposes and in those locations determined by the Board: transit
improvements, other transportation improvements, assistance with the provision of affordable
housing, and economic development activities." In FY 01-02, a budget designation was established
to account for the funds received from the development agreement.

In 1992, the Delta Protection Act (Act) was adopted to include mandates for the designation of
primary and secondary zones within the Delta, creation of a Delta Protection Commission, and
completion of a Land Use and Resource Management Plan for the Primary Zone.
Pursuant to the provisions of the Act, the 19-member Delta Protection Commission was created. Its
diverse composition provides for stakeholder, regional and state representation in the areas of
agriculture, habitat, and recreation. Members of the Commission include: landowners from north,
south, west, and central Delta water agencies; a member of the County Board of Supervisors from
each of the five Delta counties (Sacramento, San Joaquin, Contra Costa, Yolo and Solano); a
representative from the Sacramento Area Council of Governments (SACOG), San Joaquin Council of
Governments (SJCOG), and the Association of Bay Area Governments (ABAG); and state leaders
representing the California Departments of Fish and Game, Parks and Recreation, Boating and
Waterways, Water Resources, Food and Agriculture, and the State Lands Commission.
The Commission on behalf of the Discover the Delta Foundation (Foundation) has requested that the
five Delta counties represented on the Commission provide funding towards the creation of a visitor's
center and Delta branding efforts. The Commission is working closely with the Foundation to seek
funding for the construction of the visitor's center as well as the signage project. The County of
Sacramento has provided $25,000 with the commitment of an additional $25,000 if matched by the
other four Delta counties. To date, Yolo County has contributed $15,000 toward the match and
Solano County has contributed $6,000. The current request for $6,000 would contribute toward the
matching funds and would be used for planning and outreach functions for the center project.
The proposed Discover the Delta Information Center is to be a 2,400 sq. ft. barn-style building
(estimated cost of $578,000) located at the intersection of Highways 12 and 160 across from Rio
Vista. This location has been identified as the busiest intersection in the Delta with nearly 10 million
vehicles passing through annually. The building will have an attractive historic look and will be
spacious enough to house displays on farming and agriculture, cultural and natural history, habitat
and conservation, boating and recreation, fish and game information, levee development and flood
control exhibits, wine region information, and any other topics that support the foundation's mission to
promote recognition of the unique and valuable resources of the Delta. The grounds will also have
room for antique farm equipment and.other large items for public display.
Installation of"Welcome to the Delta" signs on San Joaquin County roads will help to complete the
larger effort to have signs placed on all major state and county roads entering the five-county region.
This is part of the foundation's mission to brand the Delta and develop a recognizable identity for the
region.
