AUTHORIZE the Auditor/ Controller to reissue a check in the amount of$2,850 to Matthew Bettelheim from the Fish and Wildlife Propagation Fund. FISCAL IMPACT No impact to the general fund. No more than $900.00 from the Fish and Wildlife Propagation Funds will be used.to cover any expenses that are not donated to host this event. State law defines how money in this fund may be spent, but the Board of Supervisors is responsible for authorizing specific expenditures. The fish and wildlife education component of the BBQ is consistent with the expenditure criteria established by State Law. $2,850 was already approved by the Board of Supervisors to be awarded for an analysis of the California legless lizard on April 17, 2007. Since 1997, the Committee has received quarterly reports with summary and detailed information on the issuance and prosecution of citations for offenses such as poaching, fishing without a license, and illegal disposals. The Committee has also participated in a number of discussions with law enforcement agencies on the challenges and needs for protecting resources from illegal activities.The annual BBQ has become a successful means for improving coordination of enforcement'issues and providing all involved with information on the valuable fish and wildlife resources in the County. The first BBQ was hosted in May of 1999. Since then, the Committee has hosted the event each year in September. The Committee is planning to host the eighth annual BBQ for all relevant participants in the enforcement process on September 20, 2007. Participants have indicated that the previous BBQs have been helpful in providing a forum to identify any opportunities for cooperatively improving the regulatory process to protect fish and wildlife. Each year a guest speaker is invited to talk about the valuable natural resources in the County. Last year Jim Hale, a member of the Fish and Wildlife Committee and also a local biologist,was the guest speaker. This year several wardens from the CA Department of Fish and Game will talk about their work in the field. In the first two years, material donations as well as cash donations from the Fish and Wildlife Committee members covered the cost of meals. In recent years, the Board has authorized the Committee to spend.no more than$600 to$850 from the Fund to host this event. The Committee has spent less than that amount from the Fund each time. This year,the Committee unanimously agreed to recommend that no more than $900.00 from the Fish and Wildlife Propagation Fund be used to cover any expenses that are not covered through material donations. The amount is higher than previous years in anticipation of increased prices of food that might be caused by the cost of fuel. This expenditure would be consistent with Fish and Game Code Section 13103 (a), which provides that the Fish and Wildlife Propagation Fund may be spent on public education relating to the scientific principles of fish and wildlife conservation. Should the Board provide its authorization, the Committee intends to hold the event on Thursday September 20th from 5 to 7 p.m. at John Pereira's ranch near Alhambra Valley. John Pereira is the son of former committee member Frank Pereira who was the original host of the event. Invited attendees would include representatives of the California Department of Fish and Game, Sheriff's Department, District Attorney's Office, Superior Court, Public Defender's Office, and the East Bay Regional Park District Police. Board of Supervisors'participation would be most welcome. The event will be an open, public meeting subject to the Brown Act and Better Government Ordinance, and any interested individuals would be welcome to attend. The agenda for this gathering was finalized during the FWC July meeting and invitations to this event will go out in mid August. Legless Lizard Study: The Board has authorized to appropriate $2,850 to Legless Lizard Working Group c/o Matthew Bettelheim for sandshed analysis for the California Legless Lizard on April 17, 2007. The check was made payable to "Legless Lizard working gr". Because only 25 characters can be printed on the space that shows to whom this check is payable, Mr. Bettelheim's name was not printed on the check. Therefore, he was unable to deposit the check into his bank account to work on his legless research project. Under the Fish and Wildlife Propagation Fund grant program, Mr. Bettelheim will be conducting a scientific research on legless lizards in Contra Costa with his colleagues, in accordance with the scope of work stated in his grant proposal. The Board approved funding for this research to be conducted by Mr. Bettelheim and his colleagues. Under the County Fish and.Wildlife Propagation Fund grant distribution program, he is required to spend the funds in accordance with his approved grant proposal and to submit all expenditure information to the County by the spring.of 2008, along with the research results. The Fish and Wildlife Committee requests the Board to authorize the Auditor's Office to reissue a check in the amount of $2850 to "Matthew Bettelheim", instead of "Legless Lizard working gr".
