Weir, County Clerk-Recorder o. - _`•s Costa °�r �~` DATE: August 14, 2007 �-a �o�h� County SUBJECT: APPROVE AND AUTHORIZE A CONTRACT WITH SOE SOFTWARE �- CORPORATION76 RECOMMENDATION(S)AND BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE AND AUTHORIZE the Clerk-Recorder, or designee, to execute a contract with SOE Software Corporation not to exceed $363,197 to create and provide a custom Elections and Clerk-Recorder web information management system and real-time election results reporting system to enable staff to manage the presentation of information to the public; and hosting of those web services, as specified in the service plan and attachments for the period starting August 21, 2007 and-ending August 21, 2012.. FINANCIAL IMPACT: The software license, implementation and on-line hosting are $13,938 for Clarity Connect for Recorder; $98,750 for Clarity Connect for Elections; and $67,069 for Clarity Election Night Reporting (ENR) for Elections. The annual software assurance and maintenance which covers the system through August 21, 2012 is $9,390 for Recorder; $84,550 for Clarity Connect for Elections; and $87,750 for Clarity ENR for Elections. Contra Costa is eligible for grant funding through the Federal Help America Vote Act (HAVA) for voter education. After the 2007-08 state budget is adopted Contra Costa's unspent allocation of HAVA funds will be reallocated through June 30, 2008, at which time any remaining funds will revert back to the Secretary of State. A portion of the cost of this contract will be recovered through HAVA. Recorder dedicated Modernization funds are available for the Recorder's portion of the cost. REASONS FOR RECOMMENDATION/BACKGROUND: Clarity Connect is an information management system which allows non-technical staff to manage the presentation of information to the public, so that educational and instructional materials, calendars, press releases, links, maps, and other media can be quickly and timely disseminated. The package includes the set- up of searchable data bases of information updated nightly and provided in a secure look-up environment. Multi-lingual presentation of information is supported. Additionally the web format meets the web accessible interface standard, is compliant with federal accessibility guidelines and with the World Wide Web Consortia recommendations. This company was the sole source responding to the request for proposal (RFP).
