FISCAL IMPACT No General Fund impact. CDBG funds are provided to the County on a formula basis through the U.S. Department of Housing and Urban Development. (Friends): This project proposes to demolish what is currently the playground section of Hillcrest Park in Concord, replacing it with a playground that is fully accessible to persons with disabilities. The planned playground includes considerations for persons with a variety of disabilities including mobility-impaired, blind, deaf, and autistic. There is no other playground of this type in the County. The playground will include a rubberized surface on the ground of the entire play area making the play structure, swings, bars, and other activities accessible to persons (children and parents/guardians) with wheelchairs, canes, walkers, etc. The specifications of the project require it to be custom designed and constructed, which significantly add to the cost. The City of Concord, as the Lead Agency, has determined that this project is exempt under the California Environmental Quality Act (CEQA). Providing financing for this project is exempt under Section 15061(b)(3) of CEQA. By taking the recommended actions, the County ensures the above project complies with the requirements under the California Environmental Quality Act and, if the Board approves allocating CDBG funds, the project may proceed without further delay.
