Should the Delta Levee Coalition ultimately be successful, state bond funding could be made available for maintenance of western and central delta island levees. Contra Costa County, the Contra Costa Council, EBMUD, the Contra Costa Water District, reclamation districts, other organizations and agencies have formed a coalition (with support from the Delta Protection Commission) to help obtain funding for western and central delta levees, primarily from the 1 E levee bond (Disaster Preparedness and Flood Protection Bond Act of 2006) and to some extent, from Proposition 84 (the Water Quality, Safety & Supply, Flood Control, Natural Resource Protection, Park Improvements, Bonds). The recently-passed levee bond (1 E) has $3 billion slated for levee repair in the delta, among other items. These funds are to be expended for the following; a) evaluation,'repair, rehabilitation, reconstruction, or replacement of levees, weirs, bypasses and facilities of the State Plan of Flood Control. b) improving or adding facilities to the State Plan of Flood Control to increase levels of flood protection for urban areas, and c) reducing the risk of levee failure in the delta. Reference is made to the delta levee maintenance subventions program and special flood protection projects, (programs encompassing all levees in the delta). Where there is general language in the 1 E bond referring to "reducing the risk of levee failure in the delta", there is no specific language that assures funding for the western and central delta levees outside the state plan of flood control. Western (and central) delta island levees protect the Delta from salinity intrusion, protecting water supply for most of the state, as well as critical infrastructure, agriculture and other, populated areas. The legislature will be working on details related to how this funding will be spent very soon. The state Department of Water Resources (DWR) has prepared an Expenditure Plan, which allocates no Proposition 1 E funding in the next fiscal year. DWR has included approximately $57 million of Proposition 84 funds for levee improvements outside of the state plan of flood control, through their programs in the next fiscal year. The agency coalition will lobby for funding and perhaps legislative language specifically adding all levees in the Delta (which includes those levees outside the state plan of flood control), as necessary. Attached is a draft summary describing the need for funding, and a draft chart of levee projects in the western and central delta for which funding is requested. After the TWIC met, an item was added to the chart, which requests approximately $40 million for dredging and widening of Walnut and Grayson creeks. As the chart is a draft document, there is potential for other items to be added (such as an emergency response component) as the draft chart and discussion document evolve. 2 DRAFT DRAFT DRAFT THE DELTA LEVEE COALITION The Delta Levee Coalition is comprised of Contra Costa County, the Contra Costa Council, East Bay Municipal Utility District, Contra Costa Water District and the reclamation districts for the eight western and central Delta islands, with support from the Delta Protection Commission. The purpose of the Delta Levee Coalition is to advocate for adequate funds from Propositions 84 and I to repair the fragile levees in the western and central Delta. These levees are critical to maintaining public health and safety. the environmental health of the estuary. drinking water supply quality, infrastructure and the numerous natural and economic assets in the Delta. One of the funding categories identified in Proposition IE is "reducing the risk of levee failure in the delta." We request that the State of California commit now to the allocation of$500 (?) million over the next five years from Propositions 84 and I to fund the levee repair projects identified in the attached chart. The Delta is home to more than 500.000 people. habitat to 700 native species, has multiple highways. pipelines. utility distribution systems, railroads and deep water ports. It supplies water to more than 25 million Californians, agriculture and businesses and supports a significant recreation industry and fisheries. Its water supply and other Delta services support a $400 billion state economy. The ei�Ght western Delta islands are the `'gatekeepers" to these critical public services. Failure of these levees, from earthquake or flooding, would cause massive disruption to these services. And the Department of Water Resources has identified the levees as critical to controlling salinity in the Delta, protecting water quality to water users in the state. The Central Delta levees are also critical to the region because they protect agriculture, water supply, highway, railroad and energy transmission infrastructure essential to the economic well being of the region. The state's Delta Vision process will take close to two years to determine solutions to the challenges in the Delta and multiple years to implement those solutions. In the meantime. it is imperative to repair these critical "gatekeeper' and infrastructure protective levees in the near term.
