SUBJECT: Purchase of Additional Election Equipment C,. S, py
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTIONS:
APPROVE AND AUTHORIZE the Clerk-Recorder, or designee, to execute an addendum to the
existing contract with Election Systems & Software, Inc. (ES & S), not to exceed $86,431, to
purchase additional election equipment, license related software and services and to purchase
future service/maintenance coverage through December 31, 2010.
FINANCIAL IMPACT:
The cost of the additional equipment is $83,175. The licensing, maintenance and support costs
for this equipment (which covers through December 31, 2010) is $3,256.
Contra Costa is eligible for grant funding through the Federal Help America Vote Act (HAVA) and
State Proposition 41 to meet new Federal and State Voting requirements. This grant funding
expires on June 30, 2007, at which time Contra Costa's unspent allocation will revert back to the
Secretary of State. Contra Costa must purchase the equipment before the deadline in order to
be reimbursed for it with grant funding.
REASONS FOR RECOMMENDATION/BACKGROUND:
The additional equipment will allow Contra Costa to keep up with the increase in absentee
voting. In our last general election (November 7, 2006), our absentee turnout was approximately
52%. We expect absentee turnout to increase further for the upcoming statewide elections. The
equipment also provides more capacity for in-house printing of ballots and to have an option if
the existing printer was to fail.
CONSEQUENCES OF NEGATIVE ACTION:
Failure to purchase this equipment and request reimbursement before the June 30, 2007
deadline will cause Contra Costa to loose $86,431 in Federal and State funding. This equipment
will still be needed and have to be paid for with General Fund monies. Failure to purchase this
equipment will jeopardize Contra Costa's ability to process the increasing number of absentee
ballots, as well as those for overseas and military voters.
