(Measure C Funds) (District I) [CDD-CP# 07-061 Project No. 0662-6R4250 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: DETERMINE that the Goodrick Avenue Rehabilitation and Widening prof ect is a California Environmental Quality Act (CEQA) Class 1 Categorical Exemption, and DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk, and AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for processing, and a$50 fee to the County Clerk for filing the Notice of Exemption, and APPROVE the project, and AUTHORIZE the Public Works Director, or designee, to advertise the project. This project is funded entirely by Measure C Funds. The estimated project cost is $800,000. REASONS FOR RECOMMENDATIONS AND BACKGROUND: The purpose of the project is to rehabilitate and preserve the existing Goodrick Avenue roadway. The proposed project consists of pavement reconstruction,overlaying the roadway,widening of road shoulders,adjusting utilities, and manholes,driveway conforms,installing pavement markings,traffic striping,and the replacement of an existing 36-inch corrugated metal pipe culvert with a longer culvert to accommodate the roadway improvements. The project is located in West Contra Costa County on Goodrick Avenue in the unincorporated North Richmond area between Parr Boulevard and Richmond Parkway. At least one lane of Goodrick Avenue will be open at all times for business and emergency access. No tree removal will be necessary. In order to minimize damage to any nearby trees,any roots exposed during excavation will be cut cleanly and tree branches will be trimmed as necessary. Real property transactions for driveways or drainage work including right-of-way acquisition may be necessary in support of this project. Utility relocations may also be necessary in support of the project. Goodrick Avenue will remain a two-lane roadway with no expansion of capacity. The project consists of the reconstruction and maintenance of existing facilities involving no expansion of use beyond the current existing use. The project will not result in the removal of any scenic resource.
