SUBJECT: AUTHORIZATION TO ACCEPT FUNDS FROM MATHEMATICA POLICY
RESEARCH FOR A LONGITUDINAL STUDY

RECOMMENDATION (S):
APPROVE and AUTHORIZE the Employment& Human Services Department Director, or
designee, to accept funds from Mathematica Policy Research in the amount of$1,000 for
participation in a longitudinal study conducted during the period of September 15, 2006
through June 30, 2008. (Budgeted, 100% grant funds) (District V)
FINANCIAL IMPACT:
This order is to accept funding from Mathematica Policy Research and will be included in
the department's FY 2006-07 budget through appropriation. There is no net County cost.

Funding for FACES survey. April 10, 2007
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department's
Head Start program supports two of Contra Costa County's community outcomes:
"Children Ready for and Succeeding in School" and "Families that are Safe, Stable, and
Nurturing." These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, and health services to low-
income children throughout Contra Costa County.
BACKGROUND:
The Community Services Bureau of the Employment & Human Services Department
was randomly selected to participate in an important study, known as FACES 2006
(Family and Child Experiences Survey). The study focuses on children's development,
family involvement, and program quality to identify strategies for improving program
effectiveness. It is designed to provide descriptions of the characteristics, experiences,
and outcomes for children and families served by Head Start and to observe the
relationships among family and program characteristics. The results of this study will
provide suggestions for the continuation and improvement of Head Start programs.
The longitudinal study began in September 2005 and will continue through the Spring of
2008, with regular, confidential assessments of randomly selected children and families
enrolled in the Head Start program.
