This Grant Application project is funded by Road Funds. REASONS FOR RECOMMENDATIONS AND BACKGROUND: The purpose of the project is to provide a pedestrian route to school for children attending Knightsen Elementary and to provide pedestrian access to destinations in downtown Knightsen. The proposed project consists of replacing 210 feet of deteriorating irregular concret sidewalk between 3055 Knightsen Avenue and A Street. A strip of approximately 6 foot,wide pavement adjacent to the sidewalk will be removed and repaved to conform to the planned installation of curbs and gutters. The northwest corner of Delta Road and Knightsen Avenue will have an asphalt concrete ramp replaced with a concrete curb ramp. Construction will consist of excavation and installation of a drainage inlet, pipe, manhole, placement of aggregate base, construction of formwork and placement of concrete. The project limits on Knightsen Avenue between Knightsen Avenue and Knightsen Elementary on Delta Road involves replacing a 750 foot long dirt and gravel soft shoulder with an asphalt pedestrian path. The southwest corner of the Knightsen Avenue-Delta Road intersection will have an AC pad constructed to facilitate pedestrian crossing of Delta Road, and to support pedestrian use of the path. Detectable warning surfaces will be installed at key crossing points. The path traverses a Burlington Northern Sante Fe Railway railroad crossing on Delta Road. This crossing will need to be modified to accommodate the pedestrian path. The pedestrian path may extend outside of the County right of way and an easement may need to be obtained from the Burlington Northern Sante Fe Railway. The installation of pedestrian crossing gates and warning devices will also be necessary. Construction will involve excavation to obtain the correct pavement depth,placement and compaction of aggregate base and asphalt. Both improvements will be constructed consistent with Americans with Disabilities Act (ADA) standards. The project is located in East County and will not result in the removal of any scenic resource. CONSEQUENCES OF NEGATIVE ACTION: Delay in;approving the project will result in a delay of design and construction and may jeopardize funding. Since Knightsen Avenue and Delta Avenue have two lanes, at least one lane of traffic will be open at all times during construction activities to ensure adequate access is retained.The construction at the railroad crossing will close Delta Road for 3 to 5 days during the summer school break. To assist vehicle and pedestrian traffic, flaggers and clear road signs will be used to direct traffic and reduce traffic delays. Emergency vehicle access will be allowed at all times. All pedestrian traffic on Delta Road will be directed to the north side of the roadway during construction. In order to minimize damage to any near by trees, any roots exposed during excavation will be cut cleanly and tree branches will be trimmed.
