RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to apply for and accept grant funding from Kaiser Permanente Community
Grants Program, in an amount not to exceed $100,000 for wraparound services to
children with emotional and behavioral challenges and their families for the period
January 1, 2007 through December 31, 2007
FISCAL IMPACT:
No County match required. County to receive $100,000 Kaiser Permanente Grant.

CHILDREN'S IMPACT STATEMENT:
This contract supports four of the community outcomes established in the Children's
Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and
Youth Healthy and Preparing for Productive Adulthood"; 4) "Families that are Safe,
Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of
Life for Children and Families," by providing mental health services.
BACKGROUND:
In October 1999, the Mental Health Services Division of Contra Costa Health Services
launched the Spirit of Caring project, a multi-agency approach to managing the mental
health needs of children and youth. A key component of the Spirit of Caring project is
the Wraparound Program, a program providing services to children with emotional and
behavioral challenges and their families. The goal is to enable parents to care for their
children at home and for the children to remain in their communities, thereby preventing
unnecessarily restrictive and expensive group-home placements.
The Spirit of Caring project was initially funded by a 6-year, multi-million dollar Center
for Mental Health Services/ Substance Abuse and Mental Health Services
(CMHS/SAMHS) federal grant, which expired in September 2005. Senate Bill 163
funding, administered through the Employment and Human Services Department, now
provides a major source of funding to sustain the wraparound component. This Kaiser
Permanente grant provides much needed funding for wraparound services to the
uninsured and other highly vulnerable children and families in Contra Costa County
whose needs would otherwise go unmet.
