SUBJECT: Resolution 2007/0 -Health Services Department _ SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt Position Adjustment Resolution Number 2007/,200 , APPOINTING employee #69606 at Step 20 of the Assistant Director of Health Services Salary Range. FISCAL IMPACT: This position is currently vacant and the cost is within the Department's budget. This cost for this position will be partially offset by the vacancy in the Chief Executive Officer-Contra Costa Health Plan position. BACKGROUND: The Health Services Department is requesting that employee #69606 be appointed at Step 20 of the Assistant Director of Health Services Salary range which will place her salary on promotion at more than 5%. The employee Will be functioning as a Division Director over the Contra Costa Health Plan. She will have overall responsibility for directing and managing all activities of the Health Plan. The Assistant Director of Health Services position requires a high degree of executive ability as well as thorough and complete knowledge of complicated laws and regulations governing prepaid health plans and health maintenance organizations. Additionally, incumbent has over 20 years of experience in hospital administration, managed care, and clinical practice. The Department feels that the Step 20 appointment is.warranted due to the reasons above and Human Resources concurs. CONSEQUENCE OF NEGATIVE ACTION: If this request is not approved,the employee will not be appropriately compensated in relation to her background and experience. THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS in its capacity as governing Board of the County of Contra Costa and all districts of which it is ex-officio governing Board RESOLVES THAT: WHEREAS, the salary regulations state that"Any employee who is appointed to a position of a class allocated to a higher salary in the new.salaryrange which-is next higher than the rate the employee was receiving before promotion. In the event that this increase is less than five percent (5%), the employee's salary shall be adjusted to the step in the new range which is five percent(5%)greater than the next higher step, if the new range permits such adjustment"and, WHEREAS, incumbent in Deputy Executive Director-Contra Costa Health Plan (EXEMPT) is being promoted to Assistant Director of Health Services(EXEMPT)effective April 1, 2007 and appointed at Step 20 of the salary range; and WHEREAS,the employee will be functioning as a division director over the Contra Costa Health Plan. She will have overall responsibility for directing and managing all activities of the Health Plan.
