THE BOARD OF SUPERVISORS OF
CONTRA COSTA COUNTY, CALIFORNIA
Date: March 6, 2007 Public Comment
On this date, the Chair called for public comment. The following people presented
testimony:
• Roland Katz, Public Employees Union, Local 1 spoke on the issue of retiree
healthcare costs and said healthcare costs in this country have far exceeded the
increase in wages and in general inflation. He said the problem he sees is not
because public employees contribute to members of the Board of Supervisors,just
as they contribute to County Tax Collector and others but because healthcare
inflation has increased in such an uncontrollable rate. He said the solution is not
slicing benefits, but a national solution that addresses healthcare costs and
universal healthcare.
The following people sent their comments via e-mail:
■ Lauren Unruh forwarded information from several supporters on zoning
regulations for Medical Marijuana;
■ [Anonymous] wrote to the Board regarding cars speeding on Madison
Avenue and requested lights on the street.

it as medicine could be held in contempt of court for disobeying a Sonoma

ASA Files Lawsuit Challenging Federal Government on Medical Cannabis
The patients advocacy group Americans for Safe Access (ASA) filed a lawsuit
today in the United States District Court for the Northern District of
California demanding that the federal government cease issuing misinformation
on medical cannabis and correct the information it has released.

Proximity To School Prompts Closure Of Medical Marijuana Dispensary
A medical marijuana dispensary in Hacienda Heights will close this spring
because it is located within 1, 000 feet of a middle school, Supervisor Don.
Knabe's office announced Tuesday.

Patients Deserve Choice
Connecticut House Bill HB 6715: An Act Concerning the Palliative Use of
Marijuana decriminalizes marijuana as a therapy "to alleviate a qualifying
patient's symptoms of. . .debilitating medical conditions (such as) cancer,
glaucoma, positive status for human immunodeficiency virus or acquired immune
deficiency syndrome, Parkinson's disease, multiple sclerosis, damage to the
nervous tissue of the spinal cord with .objective neurological indication of
intractable spasticity, epilepsy, cachexia or wasting syndrome. "

Lack Of Medical ID Program Violates State Law
To not act on this and to not approve (a medical marijuana) ID card program
would be a violation of state law,& Dennis Hines told the Lassen County Board
of Supervisors last week.

Senate Approves Expanding Medical Marijuana Law
Vermont already allows marijuana to be used to reduce the symptoms associated
with cancer, AIDS or multiple sclerosis. The new bill deletes those specific
diseases as the only qualifications for using marijuana medically.

Medical Marijuana Helps HIV Foot Pain
.Peripheral neuropathy -. foot pain - suffered by HIV patients has had no
specific drugs to help with the pain - until now. A small study in San
Francisco from 2003-2005 resulted in proof that there is help for those in
need of it, according to Dr. Donald Abrams, the University of California, San
Francisco professor who headed the study.

County Supports Medical ID Cards
Within a few months, Yolo County medical marijuana patients will be eligible
for ID cards that some say could save them a lot of legal hassles.

Supervisors To Consider Program For Marijuana ID
After passage of Proposition 215 to allow medicinal use of marijuana for
treatment of ailments, the county has not yet adopted a system to give
identification cards to those with doctor's recommendations for use of the
drug.

A new medical marijuana dispensary is in business in Desert Hot Springs. This
comes after raids at other shops in Palm Springs and Palm Desert and also
around the Los Angeles area.

I HAVE LIVED ON MADISON AVENUE SINCE 1998. THEIR HAS ALWAYS BEEN CARS SPEEDING
.DOWN OUR STREET. MY CONCERN IS OUR CHILDREN PLAYING IN OUR FRONT YARDS. I'M SO
AFRAID A CAR MAY SWERVE OUT OF CONTROL AND HURT OR KILL SOMEONE. MY SUGGESTION
IS TO PUT IN 2 MAJOR SPEED BUMPS AT THE BEL AIR ELEMETARY SCHOOLS BACK
ENTRANCE, WHICH IS A PICK UP AREA FOR THE KIDS. IF YOU PLACE A SPEED BUMP ON
BOTH END NEAR THE TURN ABOUT, IT WOULD SURLEY FORCE THE CARS TO SLOW DOWN. IT
SEEMS SO EASY TO PUT IN SPEED BUMPS ****THEY COULD POSSIBLE SAVE A CHILDS
LIFE, WHICH CAN NEVER BE REPLACED!

I WOULD ALSO LIKE TO SEE MORE STREET LIGHTS ON OUR STREET. IN THE LAST NEWS
LETTER YOU TALKED ABOUT LIGHTING BAY POINT UP. YOU MENTIONED NOTIFYING PG&E IF
A LIGHT IS OUT, BUT WHAT IF THEIR IS NO LIGHT TO BEGIN WITH. WE LIVE ON THE
300 BLOCK OF MADISON AVENUE, AND WE ONLY HAVE 2 STREET LIGHTS. THESE LIGHTS
ARE EXTREMLY DIM, AND DO NOT HELP IN LIGHTING. OUR OWN CARS HAD BEEN BROKE
_INTO 3 TIME'S, AND SO HAVE OUR SURROUNDING NEIBORS. I TOOK IT UPON MYSELF
ABOUT 1 YEAR AGO TO REQUEST A STREET LIGHT IN FRONT OF OUR HOME (332) . THEY
SAID I WOULD HAVE TO WRITE UP A REQUEST AND HAVE ALL OF THE SURROUNDING
NEIGHBORS SIGN IT. WHICH I DID EMMIDIETLY. SOMEONE FROM COUNTY CAME OUT TO
SEE. HE DID CALL ME BACK AND SAID THAT THEIR IS A UTILITY POLE THAT WOULD BE
ACCESSEBLE. . .BUT, THE TREE WOULD NEED TO BE CUT WAY BACK (KNUCKLED) AT THE
HOME OWNERS EXPENSE. IT IT IS ON THE PROPERTY LINE OF (341) . AT THE TIME WE
HAD A WONDERFUL NEIGHBOR WHO HAD LIVED THERE. SHE WAS ALL FOR THE STREET
LIGHT. AT
THE TIME, SHE WAS IN THE PROCESS OF REMODELING HER HOME. DURING THIS PROCESS
HER HOME WAS BROKE INTO 2 TIMES WITHIN 1 OR 2 MONTHS. SHE DIDN'T FEEL SAFE
THERE ANYMORE, AND SOLD HER HOUSE., I BELIEVE THIS MAY NOT HAVE HAPPENED IF WE
HAD A STREET LIGHT. AS FOR THE TREE, IT'S STILL THERE. I HAVE NEVER SEEN THE
TREE TRIMMED IN THE 9 YEARS WE HAVE LIVED HERE. I HAVE QUESTIONED IF WE COULD
HAVE THE TREE TRIMMED BY THE COUNTY, AND THEY TELL US IT IS THE HOME OWNERS
RESPONSIBILITY. WHICH SHE UNDERSTOOD. BUT NOW THE HOME IS UP FOR SALE AGAIN. I
PERSONALLY WOULD LIKE THE TREE REMOVED. I KNOW THAT IS COSTLY, BUT IT IS ALSO
COSTLY TO US TO HAVE ROTO ROOTER COME OUT TO CLEAR THE ROOTS FROM OUR PIPES.
PLEASE BELIEVE, I DO NOT COMPLAIN ALOT. BUT WHEN IT COMES DOWN TO SAFTEY, I
EXPECT SOMETHING TO BE DONE. I DON'T QUITE UNDERSTAND WHY THE COUNTY IS NOT
HELD RESPONSIBLE. I HAD "ASK THEM AT ONE TIME, AND THEY SAID THE TREE'S WERE
PUT IN BY WHOEVER BUILT THE HOUSING TRACT, WAY BACK IN THE EARLY 1
940'S. I PERSONNALY DO NOT WANT TO MAKE WAVES WITH THE COUNTY. CAN.
