RECOMMENDATION
RECEIVE report from the County Administrator on the origin of the longevity incentive differential
for elected officials and DETERMINE actions to be taken.
FISCAL IMPACT
The following elected officials are eligible to receive the longevity incentive differential after
serving either 10 or 15 years of County: Board of Supervisors Members, Sheriff-Coroner, District
Attorney, Clerk-Recorder, Auditor-Controller, Assessor, and Treasurer-Tax Collector. The
estimated cost of the differential for fiscal year 2007/08 is $62,700, excluding other salary-
dependent benefits and taxes.
BACKGROUND
On February 13, 2007, during a discussion about compensation for Board of Supervisors
members and other elected officers, the Board asked the County Administrator to provide a
follow-up report on the origin and authority for longevity incentive differential for elected officials.

The Longevity Incentive Differential is percentage-of-pay differential applied to the base salary of
an eligible employee who has completed a specified number of years of uninterrupted County
service as an appointed employee. This differential was first granted on October 1, 1979 for the
purpose of encouraging career employment with the County, which contributes,positively to
subject expertise, institutional knowledge, and employee mentoring and development, and
maximizes the County's investment in training and employee development.
The current Longevity Incentive Differential is generally offered to management employees and
elected officials as follows:
■ Ten Years of Service:
a. Employees who have completed 10 years of appointed service for the County are
eligible to receive a 2.5% longevity differential as of on the first day of the month
following the month in which the employee qualified for the 10-year service award.
b. In lieu of subsection a., employees in positions ineligible to receive vacation or sick leave
accruals or to convert a portion of those accruals to cash under the terms of the
Management Resolution (2006/743) are eligible to receive a 5% longevity differential
upon the completion of 10 years of service.
■ Fifteen Years of Service:
a. Employees who have completed 15 years of appointed service for the County are eligible
to receive an additional 2.5% longevity differential as of on the first day of the month
following the month in which the employee qualifies for the 15-year service award. For
employees who completed 15 years of appointed service on or before January 1, 2007,
this longevity differential shall be paid prospectively only from January 1, 2007.
b. In lieu of subsection a., employees in positions ineligible to receive vacation or sick leave
accruals or to convert a portion of those accruals to cash under the terms of the
Management Resolution (2006/743) are eligible to receive an additional 2.5% longevity
differential upon the completion of 15 years of service. For such employees who
completed 15 years of appointed service on or before January 1, 2007, this longevity
differential shall be paid prospectively only from January 1, 2007.
■ Longevity Differential for Sheriffs Law Enforcement Management: Sworn management
personnel of the Sheriffs Office in the classes of Sheriff-Coroner, Undersheriff, and
Commander are eligible for a differential of 5% of base monthly salary upon completion of 15
years of County services as a full time, permanent sworn law enforcement officer.
