RECOMMENDATION
ADOPT Resolution No. 2007/105 terminating meeting stipends for Board of Directors members
and determining that authorized and necessary expenses incurred in the discharge of board
duties not claimed for reimbursement by the Directors are deemed waived.
FISCAL IMPACT
The current meeting stipend for Directors is $30 per meeting up to four meetings monthly. The
estimated annual cost of the stipends for the five Directors is $7,200.

BACKGROUND
On December 19, 2006, during a discussion about compensation for Board of Supervisors
members and other elected officers, the Board asked the County Administrator to provide a
follow-up report on the origin and authority for meeting stipends for governing board members of
the following public agencies: County Housing Authority, County Redevelopment Agency (RDA),
County Flood Control and Water Conservation District (FCWCD). Following are the origin and
authorization for the current stipends:

Water Conservation District
On February 13, 2007, the Board of Supervisors received an informational report from the County
Administrator citing the authority and origin for the stipends, and directed staff to prepare
resolutions to terminate the stipends for the County Supervisors that serve on the governing
boards of each agency.
Since some of the authorizing legislation that provides the stipends and expense reimbursement
is directive rather than permissive, Supervisors can decide on an individual basis whether or not
to submit expense reimbursement claims. For example the stipends for the Housing Authority
and the Redevelopment Agency may be terminated by resolution, but the stipend for the Flood
Control and Water Conservation District may only be waived by the individual governing board
member. Likewise, reimbursement of other actual and necessary expenses incurred in the
discharge of governing board duties may only be waived by the individual governing board
member.

SUBJECT: COMPENSATION OF BOARD OF DIRECTORS Resolution No. 2007/105
WHEREAS, on December 19, 2006, the Contra Costa County Board of Supervisors,
which also serves as the governing board of the Contra Costa County Redevelopment
Agency (Agency) adopted County Ordinance No. 2006-70, which increased the base
monthly salary for each supervisor to the mean of the governing board member salaries of
the nine Bay Area counties; and
WHEREAS, the Board acknowledges that meetings of the Agency are generally
scheduled to coincide and be coordinated with meetings of the County Board of
Supervisors, which duties are fully compensated;
NOW, THEREFORE, THE BOARD OF DIRECTORS OF THE CONTRA COSTA
COUNTY REDEVELOPMENT AGENCY RESOLVES THAT effective April 1, 2007, the $30
meeting stipend paid to legislative body members is terminated, and that Directors who do
not submit claims for reimbursement of actual and necessary expenses incurred in the
discharge of Redevelopment Agency Governing Board duties as authorized by section
33114.5 of the Health and Safety Code shall be deemed to have waived such
reimbursement.
BE IT FURTHER RESOLVED THAT this resolution supersedes Agency Resolution
No. RA 84-15, adopted on July 24, 1984.
