'; COSTA FROM: John Cullen, County Administrator COUNTY DATE: March 6, 2007 V,A C'OVIt� c SUBJECT: REVIEW OF.COUNTY ADVISORY BODIES SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION.- Refer the matter of the review of County advisory bodies to the Internal Operations Committee. BACKGROUND: In 2002, the Board adopted its policy governing appointments to Boards, Committees, and Commissions (Resolution No. 2002/377). Under this policy, the Board of Supervisors must review at three-year intervals each advisory body whose existence is not mandated by State or federal law or regulation for justification of its continuation. The last review was completed in October 2005 and encompassed various recommendations to continue, abolish, or consolidate the existing advisory bodies. Currently, the County has established over 90 Boards, Committees, and Commissions. These bodies advise the Board on the myriad of programs and issues under the Board's jurisdiction. While the triennial review enabled the Board to identify the advisory bodies that have fulfilled their purpose, a comprehensive review of the remaining advisory bodies is necessary to ensure they continue: 1) to work in accordance with County goals and objectives, 2) function in an efficient and effective manner, and 3) receive an appropriate level of support. Possible items to be considered for this review would include, among others: • Purpose — whether the advisory body's focus and membership is consistent with its purpose. • Workload — whether the meeting frequency is appropriate for the advisory body's workload. • Support — an evaluation of the amount and type of support provided by the County for appropriateness, consistency, and cost. • Policies and procedures — whether there is a need to clarify the policies and procedures under which the advisory bodies operate. This review would supplement and update, as needed, the information gathered during the previous triennial review.
