Employment and Human Services , = `� County srA_couK'� DATE: March 6, 2007 SUBJECT: Contract with the Center for Community Benefit Organizations (CBO Center) to support community based organizations as part of the fundraising partnership of East Bay Community Foundation, Alameda County and Contra Costa County SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with the Center for Community Benefit Organizations (CBO Center) in an amount not to exceed $100,000 as part of the fundraising partnership of East Bay Community Foundation, Alameda County and Contra Costa County to support community based organizations and strengthen the Contra Costa County's non-profit agencies for the period of November 1, 2006 through October 31, 2008. FISCAL IMPACT: $100,000 for a two (2) year period, $50,000 per year. Administrative Overhead, 20% County, 40% State and 40% Federal. BACKGROUND: The Center for Community Benefit Organizations (CBO Center) is the result of a merger of the Center for Community Based Organizations of Contra Costa and the East Bay Resource Center, which have served the community for more than 10 years providing fundraising, grant writin d management assistance to community based organizations. There are more than 4,000 nonprofit agencies in Contra Costa County providing thousands of residents with needed social services. These agencies play an important role along with County agencies in improving the wellbeing of people in every district of the County. The CBO Center provides technical assistance and professional capacity building services, many free of charge, designed to improve the ability of the County's nonprofit agencies to provide vital health, human and social services to local residents. The CBO Center fills a serious need that many nonprofits have, that is, improving their professional capacity, by facilitating and/or developing training and technical assistance resources; promoting communication between community based organizations and the public and private sectors; assisting community based organizations to attract developing and retaining high quality staff; identifying funding sources interested in capacity building; and, providing a forum to explore critical issues and foster collaboration.
