SUBJECT: Contract with Contra Costa Yellow Cab for Taxi Service to CalWORKs Participants CHILDREN'S IMPACT STATEMENT: This contract supports all of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families," by providing transportation to the children of CalWORKs participants thus assisting in the job retention and participation in Welfare-to-Work activities. BACKGROUND: On November 13, 2006, the Employment and Human Services Department (EHSD) converted it long-running Rides to Success Transportation Program for CalWORKs participants from a contracted bus model to a taxi-based model. This was done as a pilot program to accomplish the following goals: • Improve service reliability and customer services to program participants. • Improve cost effectiveness by providing demand-response rides to employment related destinations at a lower overall cost per ride than the previous service model. To date, this pilot program has been successful in meeting both of the above goals. It has been so successful that the department is considering expanding this service to include other populations served by EHSD. Given the success of this program, this contract extension will give EHSD sufficient time to complete evaluation of the pilot project and prepare an RFP for longer-term contracts. 19-233-2
