SUBJECT: Accept Contributions to County Home Delivered Meals (Meals on Wheels) Program
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS :
ACCEPT a contribution of$100,175 from Meals on Wheels of Contra Costa, Inc., on behalf of the County
Senior Nutrition (Meals on Wheels) Program, administered by the Public Health Division of Contra Costa
Health Services.
FISCAL IMPACT:
This contribution of $100,175 partially subsidizes approximately 44,500 additional nutritious daily meals
delivered to 700 additional homebound elders at their residences this calendar quarter through the
countywide Meals on Wheels Program. Voluntary Meals on Wheels participant contribution provides
financial leverage that allows one additional meal to be delivered for each $2.25 received in private sector
contributions or grants.
BACKGROUND:
Meals on Wheels of Contra Costa, Inc. is a charitable non-profit coalition of public and private
organizations, founded in 1990 by two County managers, one each from the Health Services and
Employment and Human Services Departments,to develop an on-going and stable source of private sector
funding for Meals on Wheels services delivered to homebound elders in Contra Costa County. Meals on
Wheels of Contra Costa, Inc. bridges the gap between stagnant government funding for program services,
and increasing demand for nutritious daily meals for the county's ever-growing homebound elder
population.
With this contribution, Meals on Wheels of Contra Costa, Inc. has donated a total of $1,951,475 to the
program since 1990, to subsidize approximately 1,052,000 meals delivered to the residences of
homebound elders throughout Contra Costa County. Meals on Wheels of Contra Costa, Inc., is the only

organization in our county that raises funds specifically to provide meals for homebound elders delivered by
the countywide Meals on Wheels Program. Homebound elders account for 99% of all Meals on Wheels
deliveries in our county.
Organizations represented on the Meals on Wheels of Contra Costa, Inc. Board of Directors include: the
Aging and Adult Services Bureau of the Employment & Human Services Department; the County Senior
Nutrition Program in Health Services-Public Health); the County Advisory Council on Aging; the Senior
Nutrition Program Advisory Council; West County Meals on Wheels, Inc; Meals on Wheels\Family &
Community Services Inc. (dba Senior Outreach Services); and,the Shell Oil Martinez Refinery; in addition
to members at large.
The County Senior Nutrition Program is the lead agency providing Meals on Wheels services in Contra
Costa County. The County Meals on Wheels Program delivers 1,060 daily meals to the residences of
homebound elders via a network of 70 delivery routes staffed almost entirely by volunteer drivers. Service
delivery is coordinated regionally in much of the county through contracts with three private non-profit
community-based agencies. The County Health Services-Public Health Division procures and monitors all
program meals, and provides program direction and monitoring countywide.
