Project No.:0676-6P4009 (50% ABAG Grant and 50% Road Funds) (District II). SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a grant agreement with the Association of Bay Area Governments (ABAG) in the amount of$50,000, effective through June 30, 2010, to conduct planning studies for the Carquinez Scenic Drive Path project, Port Costa and Martinez areas. Project No.:0676-6P4009 (50% ABAG Grant and 50% Road Funds) (District II). FISCAL IMPACT: The estimated total cost of the Carquinez Scenic Drive Planning Studies project is $100,000. The ABAG grant will provide $50,000, with the remaining $50,000 coming from County road funds. There will be no impact to the General Fund. DATE: March 6, 2007 PAGE: 2 of 2 REASONS FOR RECOMMENDATIONS AND BACKGROUND: In 1983 a 1.7-mile long segment of the Carquinez Scenic Drive between Port Costa and Martinez was closed due to pavement deterioration and landslide activity that occurred primarily during the winter of 1981-1982. This closed segment is currently gated and is impassable to vehicular traffic. Very little maintenance to this road segment has been carried out since 1983. Despite its generally poor condition,the roadway is a developed facility that even in its current condition presents an unmatched opportunity to develop a superior multi-use trail facility in a unique setting. This planning grant will assist with funding the two technical planning studies—a Natural Environment Study,and a Historic Property and Archeological Survey. These two studies will assist the County with preparation of an initial study for the purpose of CEQA and NEPA,and will place the County in a position to apply for future grants to fund the construction of this project. This segment of trail is also part of the San Francisco Bay Trail Project, which will provide continuous bike and pedestrian access around the San Francisco Bay region. CONSEQUENCES OF NEGATIVE ACTION: If the planning grant agreement is not approved,these two technical studies will be delayed as additional funding is sought.
