SUBJECT: AUTHORIZATION TO EXECUTE AND SUBMIT AGREEMENT
AMENDMENT WITH CALIFORNIA DEPARTMENT OF EDUCATION
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Department Director, or
designee, to execute and submit an agreement amendment with the California Department of
Education to increase the payment limit by $11,159 to a new payment limit of$129,014 for
general childcare and development programs with no change in the term of July 1, 2006 through
June 30, 2007. (Budgeted, 100% State funds) (All Districts)
FISCAL IMPACT:
This agreement accepts funds from the California Department of Education. Funds will be
added to the Community Services Department's FY 2006-07 budget.

CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau's Head Start
program supports two of Contra Costa County's community outcomes: "Children Ready for and
Succeeding in School" and "Families that are Safe, Stable, and Nurturing." These outcomes are
achieved by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
BACKGROUND:
On November 14, 2006, the Board of Supervisors approved agreement CCTR 6041
with the California Department of Education for general childcare and development
programs to be provided by Contra Costa County Community Services Department
(now the Community Services Bureau of the Employment & Human Services
Department). The proposed agreement amendment (1) will add $11,159 for a new
total payment limit of$129,014 due to a daily maximum reimbursable rate change
from $30.04 to a new rate of$32.89 per child. The State routinely adds dollars to
child development contracts after initial execution, prior to the close of the fiscal year.
