BACKGROUND: The Health Services Department has requested the transition of the Disease Intervention Technician positions and their incumbents into the Merit System.due to the fact that the funding from the State of California for the AIDS program within the Public Health Division has become stable and secure and other sources of secure and stable funding have also become available (Alcohol and Other Drugs Program, Neighborhood Interventions Geared to High Risk Testing Program, expanded testing services to include SAMHSA reimbursement from CBO's,and fees generated from court-ordered HIV education sessions). Section 1603.1 states that when the Board of Supervisors establishes as regular service a program initially established by the Board for a specific limited period as part of an approved project, employees who have served in Project positions for at least one (1) year shall be included in the merit system if the Director of Human Resources recommends such inclusion, the Board of Supervisors approves the classification and its addition to the merit system, and the employee(s) was originally appointed to the project position(s) from an eligible list on an open competitive basis.All three positions and the incumbents comply with the aforementioned criteria. CONSEQUENCE OF NEGATIVE ACTION: If this request is not approved, these three positions will remain as project positions although the funding for the positions has been secured.
