FISCAL IMPACT: The Health Services Department has estimated an annual cost of$672,786.66 associated with this request. The source of funding to offset adjustment is provided by AB 3632/SB 90 Claims. BACKGROUND: The Health Services Department is requesting to add six Mental Health Clinical Specialist-Project positions to absorb the backlog of AB3632 clients. Project positions are requested as it is undecided at this time whether responsibility for these services will be transferred to the school districts. in the future or remain with the County. Under current California law the IEP is a legally binding contract upon the county mental health department. The Mental Health Division has a waiting list of approximately 70 students awaiting assessments and case assignments. Mental Health Clinical Specialist-Project duties include: providing psycho-therapeutic intervention, treatment, and other related mental health services to consumers and their families; participating in the evaluation of problems presented and in the formulation of diagnoses and the development of treatment plans; preparing social case histories with particular emphasis upon psycho-social factors affecting the client; coordinates with other staff members and community agencies in carrying out treatment and/or rehabilitation plans; referring clients to appropriate community agencies and providing specialized mental health or related services to specific population groups (i.e., children and adolescents, older adults, detained persons) CONSEQUENCE OF NEGATIVE ACTION: Should this request not be granted,the Mental Health Division will not meet the legal mandate under Chapter 26.5 (AB3632, AB2726) of the Government Code and Division 9 of the Title 2 of the California Code of Regulations. Sue Lembert, AFSCME 512, made reference to Consent Item 57 and said the County is spending millions of dollars scanning sending documents out from Employment and Human Services which involves no specialized skill and said this should be done by County Employees and asked the Board to tell the Department Heads that wasteful contracts should not be tolerated and that they must be terminated. She went on to say the implied threat last week for the next contract negotiations would be much difficult than those just settled and employees and retirees would have their health benefits cut. She explained the Board is doing these employees a huge disservice by allowing wasting corruption on one hand and then trying to balance that out by slashing health care benefits. She referred to recent contract negotiations where an agreement was signed with the County wherein the Board approved the County Human Resources would meet with the Labor Coalition to discuss the use of temporaries and contract employees. She said despite repeated efforts by the Labor Coalition, County Human Resources has failed to schedule discussions as per their written agreements which were to begin no later than January 31, 2007. Ms. Lembert requested the Board to direct Human Resources to fulfill their obligations. Ms. Lembert made reference to Consent Item 44 on implementing which was supposed to be January 31, 2007 and requested the Board to direct an implementation date on getting the benefits out to members. • Regarding Consent Item 57 Supervisor Gioia suggested directing staff to return with proper information. He noted the county should continue this contract arrangement only if it believes if it is more cost-effective than doing it internally. • Regarding Consent Item 44 Supervisor Piepho asked Ms. Lembert to return with information on"bogus" and "corrupt"contracts referred to and give these to her direct. She said she would hand these to the Internal Operations Committee. 2. Roland Katz, Public Employees Union, Local 1 spoke on the issue of retiree healthcare costs and said it is important for all to realize the only reason this number is of such concern because healthcare costs in this country have far exceeded the increase in wages and in general inflation. He said the problem he sees is not because public employees contribute to members of the Board of Supervisors,just as they contribute to County Tax Collector and others but because healthcare inflation has increased in such an uncontrollable rate. He said the solution is not slicing benefits. He said the only solution to this is a national solution that addresses healthcare costs and universal healthcare. Roland Katz, Public Employees Union, Local 1 spoke regarding Consent Item 40 and said these positions are needed and requested the Board to make these permanent positions rather than project positions. 3. Clinton Benton, spoke on Consent Item 47 and said he supported this item.
