PEHAB's role is to advise Contra Costa Health Services on community health concerns and recommend strategies to address them. Its mission is to anticipate emerging health concerns; focus public health interventions in communities with the most limited resources or access to resources; balance available resources with growing needs; and, advocate for increased action to improve community health. It is a direct link between the community and the Health Department. All meetings were held from 9:30-11:45 at 2425 Bisso Lane,Concord. Chairperson(s): Nick Rodriguez, Co-Chair Marjorie Leeds, Co-Chair Staff person: Joanne Genet, P.A. (Public Health Division, 925-313-6763) Steering Committee meetings: February 16,April 20,June 15,August 17, October 19, December 21. All meetings were held from 9 -10:30 a.m. at 597 Center Ave.,Suite 200, Martinez. Steering Committee members: Nick Rodriquez, Marjorie Leeds,Margaret Stauffer, BessAnderson McNeil, and Mary Lou Laubscher. 1. Meetings: During Year 2006-2007,the priority areas were new PEHAB membership recruitment, environmental health (particularly the County's Integrated Pest Management policy) and access to health care issues. PEHAB meets on a bi-monthly basis as a full board,with the Steering Committee meeting on alternate months to manage administrative business. Every year,the board reviews and sets its priorities for the coming year. 2. Activities and Accomplishments Year 2006-2007 Accomplishments: 1. Integrated Pest Management (IMP) Policy- In response to concerns from community members with Parents for a Safer Environment (PfSE),PEHAB held meetings with PfSE,General Services,Public Works,the Agricultural Department, and the contractor, Orkin, to clarify and understand issues about the IPM policy and it's application for county areas including Head Start. Following these meetings, recommendations were made to the BOS.The modified versions of all recommendations was approved by the Board strengthening and broadening the IMP policy for the County. PEHAB members are continuing to monitor the status of the IPM policy and will be involved in the interviews and selection of an IPM consultant with the IPM Task Force. 2. Model County Advisory Group Provided technical assistance to representatives from advisory groups for Sacramento and Alameda Counties about PEHAB functions,representation and recruitment of members. ® 3. Transportation Equity-Route 200 (East County) and Monument Shuttle PEHAB members educated and advocated for temporary County funding for Route 200,a vital link in East County. In addition,a letter of support for the grant proposals to fund Public and Environmental Health Advisory Board 1.30.07 2006 Annual Report Page 1 of 3 Route 200 and the Monument Shuttle was written to the Metropolitan Transportation Commission (MTC) to insure on-going funding for both projects. 4. Bi-National Health Week, October 9-13, 2006 Sponsored the resolution for the first Bi-National (California/Mexico) Health Week in Contra Costa. 5. Environmental justice Framework Provided feedback to Public Health staff on draft Environmental Justice Framework and agreed to assist with presentations to community. 6. Policy Recommendations Heard testimony about and supported letters or recommendations to the Board on Childhood Obesity,Second-Hand Smoke, and Marriage Equity. Activities: In addition to the issues addressed above,PEHAB members received hosted trainings to increase their effectiveness and ability to advocate in their communities and to advise the Board of Supervisors on important issues. Committees Work and Year 2007 Priorities: Access to Health Care The Access to Health Care committee has heard presentations on various access issues, including,HIV issues in West County,marriage equity,Doctor's Hospital closure,and CHDP outreach efforts. PEHAB and the Health Access Coalition continue close collaborations. Priori es set for 2006-2007 are to reestablishing the committee and providing members with adequate background on Contra Costa Health Services and county demographics so that advocacy and action is effective. In 2007,meetings will be held after the full-Board meeting to enable better attendance of members. The Environmental Health The Environmental Health Committee was active and met on a bi-monthly basis.The Committee,in response to Parents for a Safer Environment,worked with staff from Public Works, General Services,the County Agriculture and some county contractors to Public and Environmental Health Advisory Board Submitted 2/10/07 2006 Annual Report Page 2 of 3 address issues with the Integrated Pest Management policy and application resulting in recommendations to the Board of Supervisors. Priorities set for 2006-2007include continued involvement of the County's Integrated Pest Management policy,assisting with public input into the draft environmental justice framework for public health,and provide community input into the Climate Change Work Group strategies. The Committee meets approximately six times per year but in 2006 due to the PEHAB involvement with the IPM policy the committee met many more times.The dedication of PEHAB members was evident through their commitment of the additional personal time they allotted to insure that this sensitive issue received the attention it require for the development of workable recommendations. 4. Board Attendance and Representation The PEHAB challenge for 2006-2007 was to fill the vacant Board seats with well-qualified, diverse members.The seat vacancies were Consumer/Community#2,East County At-large, Seniors,Labor,and General At-large.After extensive recruitment efforts, PEHAB received over fourteen applications for the five vacant seats and interviewed eight of the most likely candidates.The vacancies also gave current PEHAB members the opportunity to move into different seats that better reflected their current interests,employment or locations (Please see attached list of members). Currently, all seats are filled,with the exception of the Labor seat. • Appointments included John Knowles,M.D. (Central County,At-large),Terry Surles (West County,At-large),Sharyn Reece Grayson (Consumer/Community),Barbara Leone (General,At-large). • Additionally,three PEHAB members changed their seat designations to better represent their seat. • Reappointed Marjorie Leeds (Hazardous Materials Commission Representative) and Mary Rocha (Children's issues)for terms expiring May 31,2010. PEHAB maintains a diverse board through geographic representation,as well as,health care professionals and community members who represent a wide range of ethnic groups,age groups, and constituency groups.
