SUBJECT: Issuance of Request for Proposal (RFP) #1093 for the Family and Children's Trust
Committee (FACT) for prevention and intervention services to abused and
neglected children or children at risk of abuse and neglect and their families.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or his designee, to issue Request
for Proposal (RFP) #1093 for the Family and Children's Trust (FACT) Committee for prevention and
intervention services to abused and neglected children or children at risk of abuse and neglect and their families
in an amount not to exceed $710,000 for the period of July 1, 2007 through June 30, 2008.
FISCAL IMPACT:
$710,000 No County cost. Funding is 100% from Child Abuse Prevention, Intervention and Treatment
(CAPIT) Funds (AB 1733), Community Based Family Resource Funds, Birth Certificate Funds (AB 2994) and
donations to the Family and Children's Trust Fund.
BACKGROUND:
On April 16, 1985, the Board of Supervisors established the FACT Committee and directed the Employment
and Human Services Department to provide staff support. The charge of FACT is to make recommendations to
the Board on the allocation of funds from the above-cited sources.

The FACT Committee has developed an RFP following an extensive needs assessment process undertaken in
the Fall 2006. This included a web-based survey, meetings with key stakeholders and a review of current needs
assessment data and literature.
The service strategies and priorities for use of FACT funds in 2007/2008, which emerged from the needs
assessment and are being solicited through this RFP include:
• Culturally and linguistically appropriate, evidence-based parent education programs with a
special focus on new parents, court-ordered families, families with special needs children and
newly immigrated families.
• Family violence intervention services including education, direct services and appropriate
referrals for perpetrators,victims and children involved in, or witnessing violence.
• Multilingual, multicultural family counseling services that includes specific referral
agreements/coordination with higher-level therapeutic mental health services, especially for
families/children that are not Medi-Cal eligible.
• Supportive services for teen parents, provided on-site and in coordination with the schools at
which the teens are enrolled, that includes child care, parenting and life-skills education,
mentoring/tutoring, etc., to encourage continued school enrollment,understanding of child
of development and the adoption of positive parenting practices.
During final deliberations, rid�oritX funding consideration will be given to proposals which:
A. Strengthen families and their ability to nurture, support and care for their children.
Families are at the center of all services,and programs will adopt a family-centered approach in the design
and delivery of services. Such an approach will recognize the important role of parents in children's lives
and seek to build upon family strengths in a respectful and collaborative process.
B. Recognize and value the diversity of families and promote access to services for all families. Programs
must provide services that are culturally and linguistically appropriate and reach out to underserved
populations. Programs will take into account other barrier to services for families and provide ancillary
services that facilitate access to programs (location, transportation, hours of operation, etc.)
C. Support implementation of programs that use the best that research and experience have to offer.
Programs will apply best and promising practices drawn from research and model programs in program
design, methodology and delivery of services.
D. Support and encourage collaboration that leverages resources, enhances services and links systems.
Programs will demonstrate planning and coordination with other public and private agencies serving the
same client population,adopt collaborative strategies that expand and enhance systems of care for families,
and/or leverage FACT funds with funding from other sources.
E. Encourage community and consumer participation in program development and implementation and
assessment. Programs will demonstrate systematic strategies that support client and community resident
participation in planning, developing and assessing services
The period of funding for these projects will be July 1, 2007 through June 30, 2008, with the option for a one-
year renewal, pending the availability of funds and the provision of quality services with successful outcomes as
determined by the FACT Committee's on-going monitoring and evaluation of the projects.
