RECOMMENDATION:
APPROVE and AUTHORIZE the Employment& Human Services Director, or designee, to
execute contract cancellation with Antioch Partnership for Quality Childcare, Inc. (dba Kids'
Club) effective April 1, 2007.
FISCAL IMPACT:
Contract costs will be transitioned to another agency to continue childcare operations. No net
County costs.

Cancellation of Fairgrounds operation contract March 13,2007
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment& Human Services Department's Head
Start program supports two of Contra Costa County's community outcomes: "Children Ready for
and Succeeding in School" and "Families that are Safe, Stable, and Nurturing." These
outcomes are achieved by offering comprehensive services, including high quality early
childhood education, nutrition, and health services to low-income children throughout Contra
Costa County.
BACKGROUND:
On March 9, 2005, the Board of Supervisors authorized contracts between the county
and the Antioch Partnership for Quality Childcare, Inc. (dba as Kids' Club) to operate
the Fairgrounds childcare center in Antioch, CA. The agency has since determined
that it is not feasible to continue operation. A letter of termination has been received
by the Community Services Bureau, Employment& Human Services Department.
Childcare service operation will transfer to another community based agency and is
the subject of a separate board order. Services will continue uninterrupted with the
approval of the new proposed contract.
