RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract with Larry Digman in an amount not to exceed
$141,940 to provide data analysis and evaluation in support of the California Works
Information Network (CaIWIN) for the period March 13, 2007 through December 31,
2007.
FISCAL IMPACT:
$141,940: 20% County; 40% State; 40% Federal

SUBJECT: Contract with Larry Digman for Data Warehouse Analyst Services
CHILDREN'S IMPACT STATEMENT:
This contract supports none of the community outcomes established in the Children's
Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and
Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are
Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5)
"Communities that are Safe and Provide a High Quality of Life for Children and
Families."
BACKGROUND:
Mr. Digman was selected through the competitive bidding process, Request for Interest
#270. Mr. Digman will be responsible for assisting with the operation of a data
warehouse that includes data from multiple systems, including CaIWIN. He will
analyze, match, and validate data to create reports to support program compliance,
business operations, and decision-making.
