SUBJECT: Approval of submission of funding Application#28-759 from the California Integrated Waste
Management Board
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and Authorize the Health Services Director or his designee (Sherman Quinlan), to submit
funding application #28-759 to the California Integrated Waste Management Board (CIWMB), to pay
the County in an amount not to exceed $265,080, for the Environmental Health Waste Tire Enforcement
Program, for the period from July 1, 2007 through June 30, 2012.
FISCAL IMPACT:
Approval of this application will result in $265,080 of funding from the CIWMB for the Environmental
Health Waste Tire Enforcement Program. No County funds required.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
California has more registered vehicles than any other state. As a result, approximately 40.2 million
reusable and waste tires are generated each year. About 1.5 million waste tires are already stockpiled
throughout.the state, posing a health and safety risk for the public. The California Integrated Waste
Management Board (CIWMB) is dedicated to finding new uses for these valuable resources, and to work
in cooperation with local governments, such as Contra Costa County (CCC), industries, and the public
towards reaching their goals. With this funding, CCC will be able to monitor and reduce illegal waste
tire practices, educate and enforce proper waste tire management throughout the county, assist in
reducing potential vector problems and preventing tires fires and otherwise protecting public health and
safety.
Three certified and sealed copies of the Board Order should be returned to the Contracts and Grants
Unit.

WHEREAS, funds are allocated and available from the California Integrated Waste Management
Board for grants to solid waste Local Enforcement Agencies (LEA) and cities and counties with
regulatory authority within the city and county government to perform enforcement/ compliance and
surveillance activities at waste tire facilities; and,
WHEREAS, the California Integrated Waste Management Board has been delegated the
responsibility for the program within the state, setting up necessary procedures governing application
by cities and counties under the program; and
WHEREAS, the applicant demonstrates it has sufficient staff resources, technical expertise,
and/or experience with similar projects to carry out the proposed program; and,
WHEREAS, the applicant will enter into an agreement with the State of California for
implementation of a waste tire enforcement program;
NOW, THEREFORE, be it resolved that the Contra Costa County Board of Supervisors
authorizes the submittal of an application to the California Integrated Waste Management Board
for a Waste Tire Enforcement Grant for a period of up to five (5) years; and
BE IT FURTHER RESOLVED that the Director of Environmental Health, or designee, is hereby
authorized and empowered to execute in the name of Contra Costa Environmental Health -
General Programs / LEA all necessary applications, contracts, payment requests, agreements,
and amendments hereto for the purpose of securing grant funds and to implement and carry out
the purposes specified in the application.
