SUBJECT: AUTHORIZATION TO EXECUTE A CONTRACT CANCELLATION AND
EXECUTE A NEW CONTRACT WITH RICHMOND ELEMENTARY
SCHOOL TO PROVIDE FOOD SERVICES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to take
the following actions:
a) CANCEL contract 39-583-1 with Richmond Elementary School, Inc. wherein the
Department provided food services to the school's childcare programs for the period
January 1, 2006 through June 30, 2007.
b) EXECUTE a new contract with Richmond Elementary School, Inc., effective March
13, 2007, wherein the Department will provide food services to the school's childcare
program and kindergarten classes at the increased reimbursement rate for the period
March 13, 2007 through June 30, 2008. (No Count atch) (District 1)

Richmond Elementary School, Inc./Food Service March 13, 2007
FISCAL IMPACT:
No net County cost. Richmond Elementary School, Inc. has agreed to reimburse the County, up
to the limits of the California Food Program, for all food services expenses related to this
contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department's Head
Start program supports two of Contra Costa County's community outcomes: "Children Ready for
and Succeeding in School" and "Families that are Safe, Stable, and Nurturing." These
outcomes are achieved by offering comprehensive services, including high quality early
childhood education, nutrition, and health services to low-income children throughout Contra
Costa County.
BACKGROUND:
On May 23, 2006, the Board of Supervisors approved an agreement between the
County and Richmond Elementary School Inc. for the County to provide food services
via the Community Services Department to program eligible children co-enrolled in
the California Food Program and the education programs. This board order cancels
that agreement and replaces it with a new agreement to include the cost-of living
increase for the reimbursement rate and the provision of additional meals to
kindergarten age children.
