RECOMMENDATION:
Adopt Position Adjustment Resolution Number 20040 to Reallocate the salary for the
classification of Supervisor of Airport Operations (Unrepresented) and to Re-title the
classification of Supervisor of Airport Operations (Unrepresented) to Airport Operations Manager
(Unrepresented).
FISCAL IMPACT:
The annual cost associated with this action is $14,844 and will be financed through airport
charges. No general funds are associated with this action.
BACKGROUND:
The reorganization and restructure of the Airports has determined that changes in the current
duties for the Assistant Director of Airports will need to occur for efficiency. The Assistant
Director of Airports classification needs to be able to concentrate on the business-related
functions of the division. In order to do this, the Airport Operations Manager needs to assume
the Assistant Director's operations-related duties. All specifications have been updated to reflect
these changes and will remain permanent.

The additional duties for the Airport Operations Manager warrant the reallocation and re-title
because they have added higher level duties to the specification, which include participating in
long and short-range planning of airport operations, establishing policies and procedures for the
operations staff, creating and maintaining administrative documents such as the airport
certification manual, emergency manual, and security programs, serving as airport security
manager, administering contracts for airports facility maintenance and/or improvements, and
acting as the airport liaison when responding to airport emergencies.
An external and internal salary study was conducted by Staff. The internal study found
compaction between the Supervisor of Airport Operations and the Lead Airport Operations
Specialist because there is less than a 10%difference between the classes. This has made this
classification difficult to recruit for internally because the increase of pay does not mirror the
increase in responsibilities. An external survey was also conducted and it was found that this
classification is 9.53% below the mean of the market.
Increasing this salary by 15% will not only bring us within the market value of this class, but it will
also recognize the increase in complexity of the County's Airports. Contra Costa County's Airport
is one of the few County Airports that have multiple airports and are ARFF certified.
CONSEQUENCE OF NEGATIVE ACTION:
Should this request not be granted, this position would be improperly classified and
compensated.
