SUBJECT: P300 #20259- BUILDING INSPECTION
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt Position Adjustment Resolution Number 20259 ADDING a Structural Engineer-Building Inspection position [Unrepresented).
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of$128,000 which will be completely funded by permit fees. This action will
result in no net County cost.
BACKGROUND:
The Department has recently acquired several major building inspection projects including Conoco-Phillips and the cogeneration plant
by PG&E. These two projects alone are brining over a million dollars for the Department in fees. The Department has tried to divide up
the additional workload, but it has become clear that there is not enough staff to perform the additional plan review duties. Staff has
reviewed the needed job duties and has determined that an additional Structural Engineer-Building Inspection will be needed to
perform these specialized engineering tasks.

CONSEQUENCE OF NEGATIVE ACTION:
If this request is not approved, it will severely impact the Building Inspection Department's ability to provide efficient and effective plan
review to major upcoming projects.

BACKGROUND (Continued):
This position will primarily be responsible for checking plans, calculations and specifications for legal and technical compliance with
building laws regarding these two major projects. Other duties will include acting as technical advisor on structural problems and code
requirements,especially on problems with masonry or with concrete and steel structures, answering structural inquiries concerning
ordinances and departmental policies, reviewing the work of field personnel to maintain uniformity with the interpretation and
enforcement of code requirements, and assisting the Grading Staff on related design problems.
