Additionally, the Division now operates the State-mandated Mental Health Access Line, providing state and federally mandated quality assurance functions, and ensures program compliance with all state and federal mandates, regulations and laws. In 2002, the Mental Health Division began implementation of the Health Insurance Portability and Accountability (HIPAA) Compliance Program, a direct result of federal legislation. In August 2003, significant new requirements were imposed on the Division with the adoption of new federal managed care regulations (Title 42 Code of Federal Regulations), which required the design and development of a complicated system-wide internal auditing process and inclusion of the Mental Health Division in the County's comprehensive Compliance Program. California voters approved Proposition 63, The Mental Health Services Act (MHSA) in November 2004, to fund programs to serve an already underserved population. This necessitated the planning and implementation of new programs and determining points of conflict and congruence between this new funding source and the Medi-Cal services the Division has traditionally provided.
