SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute
on behalf of the County, Novation Contract #74-142-8 with Seneca Residential and Day
Treatment Center for Children, Inc., a non-profit corporation, in an amount not to exceed
$1,560,420, to provide residential day treatment services at County's Oak Grove Community
Treatment Facility for the period from July 1, 2006 through June 30, 2007.
FISCAL IMPACT:
This Contract is funded 32% Federal Medi-Cal (FFP), 32% State Early and Periodic Screening,
Diagnosis, and Treatment (EPSDT), 7% State Community Treatment Facility (CTF), and 29%
Mental Health Realignment.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors' community outcomes:
"Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing";
and "Communities that are Safe and Provide a High Quality of Life for Children and Families".
Expected program outcomes include an increase in positive social and emotional development as
measured by the Child and Adolescent Functional Assessment Scale(CAFAS).

BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides a multi-disciplinary
treatment program as an alternative to hospitalization for minors who need active psychiatric
treatment for acute mental, emotional or behavioral disorders.
On December 6, 2005, the Board of Supervisors approved Contract #74-142-5 (as amended by
Contract Amendment Agreement #74-142-6) with Seneca Residential and Day Treatment Center
for Children, Inc., for the period from July 1, 2005 through June 30, 2006, with an automatic
extension through December 31, 2006, for the provision of residential intensive day treatment
services at County's Oak Grove Community Treatment Facility.
Approval of Novation Contract 974-142-8 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through June 30, 2007.
