BACKGROUND The recent spike in truck traffic on the surrounding rural roads has resulted in numerous citizen complaints from East County residents. Apparently, trucks destined to East Cypress Road are using these rural roads as a bypass to the already congested Brentwood Boulevard. The common complaint is that trucks are encroaching upon opposing traffic, and this has prompted the County Traffic Engineer to investigate the geometric roadway conditions. The investigation looked into the ability of trucks to safely maneuver turns at intersections, and mid-block roadways were checked for conformance with accepted design criteria. Also included in the investigation are collision histories to reinforce the assertion that the roads are unsuitable for truck traffic. TRUCK TURNING The investigation began with obtaining aerials of the eight intersections along the perimeter of the study area. The eight intersections included in this study are Byron Highway at Balfour Road, Chestnut Street, Sunset Road, and Delta Road, and Sellers Avenue at Balfour Road, Chestnut Street, Sunset Road, and Delta Road. The WB-50 truck turning template, which delineates the wheel path of the largest truck allowed on California's local roadways, was imposed on the aerials to determine the ability of the intersection to handle the various truck turning movements. Results: None of the eight perimeter intersections in the study was able to accommodate truck turning movements without encroaching upon the right of way of opposing vehicles, or without encroaching upon unpaved portions within the roadway right of way. An "Intersection Safety Summary"table, and the supporting aerials with imposed WB-50 truck turning templates, is included in the appendix. EXISTING MID-BLOCK ROADWAY DESIGN The next part of the investigation was to inventory existing lane widths, shoulder conditions, speed limits, and average daily traffic (ADT) for various roads within the Knightsen study area to determine if they meet the minimum County design criteria provided under County Standard Plan CA53i.. Results: Balfour Road is a two lane road with a width of 18 feet, no paved shoulders, a posted speed limit of 55 miles per hour, and an ADT of 4709 vehicles per day. Balfour Road does not meet current County design criteria, which requires the road to be 24 feet wide with four-foot wide paved shoulders and two- foot wide shoulder backing on each side of the road. Chestnut Street is a two lane road with a width of 20 feet, no paved shoulders, a posted speed limit of 55 miles per hour between Byron Highway and Eden Plains Road and 45 miles per hour between Eden Plains Road and Sellers Avenue, and an ADT of 2776 vehicles per day. Chestnut Street does not meet current County design criteria, which requires the road to be 24 feet wide with two-foot wide paved shoulders and two-foot wide shoulder backing on each side of the road. Sunset Road is a two lane road with a width of 20 feet, no paved shoulders, a posted speed limit of 50 miles per hour between Byron Highway and Eden Plains, and an ADT of 2665 vehicles per day. Sunset Road does not meet current County design criteria, which requires the road to be 24 feet wide with two-foot wide paved shoulders and two- foot wide shoulder backing on each side of the road. Delta Road is a two lane road with a width of 24 feet, no paved shoulders, a posted speed limit of 45 miles per hour from Byron Highway to 500 feet east of Eden Plains Road where it becomes 25 miles per hour during school hours only for Knightsen Elementary School, 35 miles per hour from the west end of the school zone to 500 feet west of Curlew Connex, 45 miles per hour from there on to Sellers Avenue, and an ADT of 1564 vehicles per day. Delta Road does not meet current County design criteria, which requires the road to be 24 feet wide with two-foot wide paved shoulders and two- foot wide shoulder backing on each side of the road. Eden Plains Road is a two lane road with a width of 18 feet, no paved shoulders, a posted speed limit of 45 miles per hour, and an ADT of 745 vehicles per day from Chestnut Street to 0.6 miles south of Sunset Road, where the speed limit reduces to 30 miles per hour. South of Sunset Road, Eden Plains Road is a two lane road with a width of 20 feet, no paved shoulders, a posted speed limit of 45 miles per hour, and an ADT of 2644 vehicles per day to Knightsen Avenue, where the speed limit reduces to 40 miles per hour. Eden Plains Road, from Chestnut Street to Sunset Road, does not meet current County design criteria, which requires the road to be 22 feet wide with two-foot wide paved shoulders and no shoulder backing on each side of the road. Eden Plains Road, from Sunset Road to Knightsen Avenue, does not meet current County design criteria,which requires the road to be 24 feet wide with two-foot wide paved shoulders and two-foot wide shoulder backing on each side of the road. B r�ghway is a two lane road with a speed limit of 55 miles per hour. From Highway 4 to Balfour Road and Balfour Road to Chestnut, the road is 24 feet wide, no paved shoulders, and an ADT of 3727 and 4960 vehicles per day, respectively. The roadway narrows to 20 feet with no paved shoulders from Chestnut Street to Sunset Road and from Sunset Road to Delta Road, the road is 18 feet wide with no paved shoulders. No ADT counts are available for these two stretches of Byron Highway. Byron Highway from Highway 4 to Chestnut Road does not meet current County design criteria, which requires the road to be 24 feet wide with four-foot wide paved shoulders and three-foot wide shoulder backing on each side of the road. Byron Highway from Chestnut Road to Delta Road does not meet current County minimum design criteria for an ADT less than 250 vehicles per day, which requires the road to be 22 feet wide with no paved shoulders and 1.5-foot wide shoulder backing on each side of the road. Knightsen Avenue is a two lane road with a width of 24 feet, one foot wide paved shoulders, an ADT of 3817 vehicles per day, and a posted speed limit of 50 miles per hour from East Cypress Road to the town's business district where it becomes 25 miles per hour. Knightsen Avenue from East Cypress Road to the town's business district does not meet current County design criteria, which requires the road to be 24 feet wide with four-foot wide paved shoulders and three-foot wide shoulder backing on each side of the road. COLLISION HISTORY Collision histories for Balfour Road, Chestnut Street, Sunset Road, Delta Road, Eden Plains Road, Byron Highway, and Knightsen Avenue were researched to substantiate the investigative conclusions. The County's Crossroads Traffic Collision database was used to generate reports on mid-block collisions and is included in the appendix of this report. Balfour Road is approximately 2.01 miles long between Byron Highway and Sellers Avenue and has a total of 47 reported collisions. Nine of the 47 collisions involved broadsides or running off the road and resulted in nine injuries and one fatality. Twenty- two of the 47 collisions involved broadsides at the intersection of Byron Highway and Balfour Road and resulted in 16 injuries and one fatality. Roughly two-thirds of the 47 collisions may be attributed to intersections and mid-blocks not meeting current design standards. Violations that include rear-ends, speeding, or driving under the influence are not included in any of the 31 collisions cited above. Chestnut Street is approximately 2.01 miles long between Byron Highway and Sellers Avenue and has a total of 17 reported collisions. Four of the 17 collisions involved broadsides or running off the road and resulted in one injury. Four of the 17 collisions involved broadsides, with two each occurring at the intersections with Byron Highway and Eden Plains Road and resulted in 6 injuries and one fatality. Roughly one-half of the 17 collisions may be attributed to intersections and mid-blocks not meeting current design standard. Violations that include falling asleep at the wheel, speeding, or driving under the influence are not included in any of the eight collisions cited above. Sunset Road is approximately 2.07 miles long between Byron Highway and Sellers Avenue and has a total of 23 reported collisions. Six of the 23 collisions involved head- ons or running off the road and resulted in six injuries. Six of the 23 collisions involved broadsides, with two and four occurring at the intersections with Byron Highway and Eden Plains Road, respectively, and resulted in seven injuries. Roughly one-half of the 23 collisions may be attributed to intersections and mid-blocks not meeting current design standard. Violations that include speeding or driving under the influence are not included in any of the 12 collisions cited above. Delta Road is approximately 2.00 miles long between Byron Highway and Sellers Avenue and has a total of nine reported collisions. Four of the nine collisions involved broadsides or running off the road and resulted in two injuries. One of the nine collisions involved a broadside occurring at the intersection with Byron Highway and Delta Road. Over one-half of the nine collisions may be attributed to intersections and mid-blocks not meeting current design standard. Violations that include speeding or driving under the influence are not included in any of the nine collisions cited above. Eden Plains Road is approximately 2.5 miles long between Chestnut Street and Knightsen Avenue and has a total of 16 reported collisions. Ten of the 16 collisions involved broadsides or running off the road and resulted in 10 injuries. Eight of the 16 collisions involved a broadside occurring at the intersection with Chestnut Street (4 collisions) and Sunset Road (4 collisions). Thirteen of the 16 collisions may be attributed to intersections and mid-blocks not meeting current design standard. Violations that include speeding or driving under the influence are not included in any of the 16 collisions cited above. Byron Highway is approximately 5.4 miles long between Highway 4 and Delta Road and has a total of 60 reported collisions. Forty-seven of the 60 collisions involved broadsides, head-ons or running off the road and resulted in 33 injuries. Thirty-five of the 47 collisions involved a broadside or head-on occurring at various roadway intersections with Byron Highway. Over three-quarters of the collisions may be attributed to intersections and mid-blocks not meeting current design standard. Violations that include speeding, rear-ends, or driving under the influence are not included in any of the 60 collisions cited above. Knightsen Avenue is approximately 1.3 miles long between East Cypress Road and the town's business district and has a total of four reported collisions. Three of the four collisions involved broadsides or running off the road and resulted in one injury. None of the four collisions occurred at the various roadway intersections with Knightsen Avenue. One-half of the four collisions may be attributed to mid-blocks not meeting current design standard. Violations that include speeding or driving under the influence are not included in any of the four collisions cited above. RECOMMENDATION The intersections at the perimeter of the study area are incapable of handling truck turning movements without encroaching onto opposing traffic or damaging unpaved shoulders and existing facilities, and the mid-block roads do not meet current County design criteria. These conditions, as supported by California Vehicle Code Section 35717, are the basis for restricting trucks within the study area. In order to prevent trucks from entering the studied area, it is recommended that trucks shall be restricted from entering the area at Highway 4 @ Byron Highway and at Highway 4 @ Cypress Road. It is further recommended that trucks be restricted from entering Sellers Avenue at Highway 4 due to the City of Brentwood's truck restriction at the city limits that is located between Highway 4 and Balfour Road. An alternate route for trucks should use Highway 4, Brentwood Boulevard in Brentwood, and Main Street in Oakley. However, commercial vehicles are allowed ingress and egress by direct route to and from a restricted street for the purposes of making pickups and deliveries, as stipulated under Section 35703 of the California Vehicle Code. None of these recommendations should affect the City of Brentwood, as they currently have truck restrictions on Balfour Road, Chestnut Street, Sellers Avenue, and Sunset Road, thus providing a seamless truck restriction system for both jurisdictions. The City of Oakley should not be adversely affected as their city limit extends only to Delta Road, where vehicles using Sellers Avenue may reintroduce themselves to Main Street or Brentwood Boulevard via Delta Road.
