HomeMy WebLinkAboutMINUTES - 02062007 - C.69 TO: BOARD OF SUPERVISORS D ` Contra FROM: William Walker,M.D.,Health Services Director -' By: Jacqueline Pigg, Contracts Administrator _ ' ;' ': Costa DATE: January 31, 2007 County SUBJECT: Approval of Grant Agreement#28-754-1 from State of California, Business, Transportation and Housing Agency,Department of Transportation SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and Authorize the Health Services Director or his designee (Wendel Brunner, M.D.), to execute, on behalf of the County, Grant Agreement #28-754-1 from the State of California, Business, Transportation and Housing Agency, Department of Transportation, to pay the County an amount not to exceed$170,000, for the Goods Movement and Community-Based Planning Project, for the period from March 1, 2007 through February 28, 2009, including mutual indemnification to hold harmless both parties for any claims arising out of the performance of this contract. FISCAL IMPACT: Approval of this Award will result in $170,000 from the State of California, Business, Transportation and Housing Agency, Department of Transportation for the Goods Movement and Community-Based Planning Project. County will provide$29,500 of in-kind match. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): The Transportation Planning Grant Program is a complement to the Governor's strategic growth plan for transportation to reduce congestion below today's levels while accommodating future transportation needs for growth in the population and the economy. The development of the goods movement infrastructure has a major impact on the built environment through traffic congestion, noise, pedestrian safety, and access to recreation and exercise. The goal of the Project is to improve the cooperation, communication, and understanding between public agencies and the communities that are the most vulnerable to the impacts of the expansion of goods movement, as well as, to develop community priorities that can inform regional and state decision-making through February 28, 2009. Three certified and sealed copies of the Board Order should be returned to the Contracts and Grants Unit. TO: BOARD OF SUPERVISORS f � Contra FROM: William Walker,M.D.,Health Services Director By: Jacqueline Pigg, Contracts Administrator °� '"'� Costa DATE: December 6, 2006 `4 County 1t!t � it C 4/ u t L t 1� SUB]ECT: Approval of Contract #74-289 with The Family Institute of Pinole Clinic AllJ SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Contract #74-289 with The Family Institute of Pinole Clinic, a non-profit corporation, in an amount not to exceed $187,000, to provide in-home mental health services for at-risk mentally or emotionally disturbed children, for the period from October 1, 2006 through June 30, 2007. This Contract includes a six- month automatic extension through December 31, 2007, in an amount not to exceed$125,000. ]FISCAL IMPACT: This Contract is funded 50% by Federal FFP Medi-Cal, 45% by State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT), and 5% by Mental Health Realignment, a required County Match. CHILDREN'S IMPACT STATEMENT: This EPSDT program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and.Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS); and placement at discharge to a lower level of care. BACKGROUND/REASONS) FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides in-home mental health services for mentally or emotionally disturbed children, and who are at risk for violence and/or substance abuse, in order to keep them in their community, their school, and their home. Under Contract #74-289, The Family Institute of Pinole Clinic will provide in-home mental health services for at-risk mentally or emotionally disturbed children through June 30, 2007.
