HomeMy WebLinkAboutMINUTES - 02062007 - C.66 Contra TO: BOARD OF SUPERVISORS FROM: Lionel Chatman, = County Probation Officer Costa DATE: February 6, 2007 q T��oUn County SUBJECT: PROBATION APPLICATION FOR MENTALLY ILL OFFENDER FUNDING SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Probation Officer, or designee to apply for and accept funding from the State of Califbrnia Corrections Standards Authority (CSA) in an amount of $1,370,407. for the period January 1, 2007 through June 30, 2008 in an effort to reduce involvement of mentally ill juvenile offenders in the criminal justice system. FINANCIAL IMPACT: The grant will fund one Licensed Mental Health Professional (Team Leader), one Parent Partner, three Deputy Probation Officers (one for each region of the County), a part-time Public Health Nurse and a part-time Educational Liaison. The grant requires a 25% match which may be met through hard (cash) or soft (in-kind) matching or a combination of both. BACKGROUND: AB 1811 established the Mentally III Offender Crime Reduction Grant program, to be administered by the Corrections Standards Authority with the goal of reducing the involvement of mentally ill offenders in the justice system. The Corrections Standards Authority (CSA) awarded Contra Costa County a MIOCR grant for the Children's Alternative Treatment (CAT) Project. The CAT Project is designed to strengthen our assessment capabilities and expand best practice mental health treatment resources for juvenile offenders. Like most jurisdictions, Contra Costa County's juvenile justice system includes significant numbers of minors with serious mental health problems. The purpose of this project will be to reduce recidivism through treatment in partnership with parents. The project will serve eligible youth locally, in community- based treatment programs. The Mentally III Offender Grant services will be concentrated in the areas of the County singled out for service as part of the Disproportionate Minority Contact project. Components of the project will include: significantly enhanced risk/needs assessment of minors and creation of a multi-agency assessment team to make treatment recommendations to the Juvenile Court. Eligible minors with be placed on specialized family Probation caseloads and placed in proven ("evidence-based") family therapy programs. The program will also include "Parent Partners" who will encourage families to participate (enrollment in treatment will be voluntary) and represent the families in the project. If appropriate, minors will also receive "wraparound" services based on the mental health's existing wraparound program. Chatman, is authorized on behalf of the Board of Supervisors,to submit the grant proposal for this funding and to sign the Mentally III Offender Crime Reduction Program Grant Agreement with the CSA; including any amendments thereof, on behalf of the county, in the amount of $1,370,407.00 for the first eighteen months; NOW, THEREFORE, BE IT RESOLVED that the county will provide all matching funds required for the MIOCR grant; NOW, THEREFORE, BE IT RESOLVED that the county will not use grant funds received hereunder to supplant expenditures controlled by this body. BE IT FURTHER RESOLVED that the County agrees to abide by the statutes and regulations governing the MIOCR Grant Program as well as the terms and conditions of the Agreement as set forth by the CSA.
