SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt Position Adjustment Resolution #20206 to INCREASE HOURS of Mental Health Clinical Specialist
(VQSB-Represented) position #8149 from Permanent Intermittent to full-time.
FISCAL IMPACT:
The Health Services Department has estimated an annual cost of$60,065.67 to increase the position hours
and is offset through Mental Health Realignment funds.
BACKGROUND:
The Health Services Department is requesting to increase the hours of position #8149 from Permanent
Intermittent to Permanent Full-time (40/40) to provide short-term intensive care case management to adult
consumers that are being diverted from hospitalization at Psychiatric Emergency Services (PES) and
discharge from acute psychiatric care at Contra Costa Regional Medical Center and other contracted hospitals.
The duties of the Mental Health Clinical Specialist include: coordination of care between PES and
CCRMC/private hospitals and the community mental health system; providing assistance with
obtaining/maintaining appropriate housing, provision of necessary transportation to mental health and physical
health appointments, linkage with mental health and physical services, monitoring of mental health condition
and provision of necessary mental health services required to assist the consumer in avoiding re-
hospitalization.
CONSEQUENCE OF NEGATIVE ACTION:
Should this request not be granted, the Mental Health Division will remain under staffed and provide minimal
short-term intensive case management to adult consumers that are being diverted from hospitalization at
Psychiatric Emergency Services.
