SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt Position Adjustment Resolution #20207 to ADD one full-time Mental Health Program Manager (VQDC-
Unrepresented Management) position to the Mental Health Division.
FISCAL IMPACT:
The Health Services Department has estimated an annual cost of$142,836.95 to add the position and is offset
through Mental Health Realignment funds.
BACKGROUND:
The Health Services Department is requesting to add one (1) full-time Mental Health Program Manager
position to the Utilization and Authorization Unit of the Mental Health Division.
Over the past several years, due to new federal regulations that focus on Medicaid compliance for Local
Mental Health Plans, significant organizational changes within the Mental Health Division have been required.
These regulations have resulted in the expansion of existing responsibilities and the addition of line staff to
include the development of the Utilization Review and Authorization Services Program and eighty-nine contract
agencies.
The Health Services Department has determined that a Mental Health Program Manager position is needed to
provide over-sight and staff supervision for these programs and services.
The duties of the position include: planning, overseeing and monitoring the delivery of mental health services
including clinic management and monitoring of regional services; conducting program planning and
development; conducting program evaluation and performance outcome studies and developing and
implementing operational policies and standards.
CONSEQUENCE OF NEGATIVE ACTION:
Should this request not be granted, the Mental Health Division will continue to distribute administrative
responsibilities among the current management staff. It is appropriate that the Utilization Review and
Authorization services Program responsibilities fall under one manager.
