FISCAL IMPACT:
There is no cost associated with this request. Additionally, as these positions are unique to this
program, should the funding be dissolved, the positions would be eliminated and would not effect
any staff.
BACKGROUND:
The Health Services Department is requesting to Establish 4 classifications for the Mental Health
Division; Cancel a vacant Mental Health Counselor I Project position, and Add one Mental Health
Vocational Counselor I position.
In July 2004, project classifications were establish to provide vocational services to mental health
clients as a collaborative project between the Mental Health Division, the State Department of.
Rehabilitation, and Mental Health Consumer Concerns. Health Services has determined that
vocational services are an integral service provided by the Mental Health Division and funding from
the State Department of Rehabilitation is anticipated to continue+.
An additional project classification called Dual Diagnosis Program Specialist was established to
provide services to clients with both substance abuse and mental health troubles. However, due to
budget reductions, these positions were reassigned to vocational services to assist with providing
vocational services to dual diagnosis clients.
Overall, the Mental Health Vocational Counselor I, Mental Health Vocational Counselor II and
Mental Health Vocational Services Coordinator is responsible for assisting mental health consumers
in obtaining and retaining employment and career advancement leading to self-sufficiency,
coordinating vocational services and reporting client data to the Department of Rehabilitation. The
Dual Diagnosis Program Specialist is responsible for assisting in the treatment, counseling, case
management, outreach and program support services of chemically dependent or substance
abusing mentally disabled clients.
CONSEQUENCE OF NEGATIVE ACTION:
The ability to provide vocational support for mental health clients directly corresponds to the

ability to successfully support clients in the community and prevent the need for long-term
institutional care. Failure to provide these integral services would increase overall treatment
costs.
