FINANCIAL IMPACT: None. The Police Manager differential will be reimbursed by the particular contract city or agency. BACKGROUND: The Office of the Sheriff contracts with cities and other government entities to provide law enforcement services. These contracts include an on-site Police Manager, at the rank of Lieutenant, to oversee and manage the law enforcement personnel and services provided. On February 1, 1991, the Board of Supervisors adopted Resolution No. 91/53 which authorized the Sheriff-Coroner to enter into agreements with contract cities or agencies who have a Lieutenant assigned as the Police Manager, to pay a monthly administrative differential, reimbursed by the particular contract city or agency, in an amount determined by multiplying the Lieutenant's current base pay by one-half the percentage differential between top step lieutenant and top step captain. If the Board of Supervisors' approve, effective NOVEMBER 1, 2006, the amount will be determined by multiplying the Lieutenant's current base pay by one-half the percentage differential between top step lieutenant and top step captain or by multiplying the Lieutenant's current base pay by 15%, whichever is greater. Lieutenants who are eligible to receive this administrative differential shall do so in lieu of any other watch-stander differentials for whic)i they m ` otherwise be i eligible. Resolution 89/684 contained specific provision for Board consideration during this period of spin-off adjustment to management and unrepresented classificatijn whose supervisory-subordinate and/or organizational relationships have been compacted or misaligned as a result of increase granted subordinate represented cl4sses. This resolution contains such spin-off salary adjustments and other salary adjustments recommended by the County Administrator as required to maintain the compensation plan. A. County Fire District Management Classes_. Compensation for management employees in merit system to fire districts is adjusted to coincide with the .calendar year cycle of fire district employees represented by I.A.F.F. Local 1230; and The current Memorandum of Understanding between the County and I.A.F.F. Local 1230 contains provision to adjust salaries for all classes represented by that union based on a formula containing variables including the Consumer Price Index (CPI) and prevailing wages paid by other fire jurisdictions; and The January 1991 salary increase for I.A.F.F. Health Services Nursing and Related Management Classes: The current Memorandum of Understanding between Contra Costa County Employee's Association, Local No. One and the County contains an agreement that the pay differential between the classes of Public Health Nurse and Registered Nurse shall be maintained. On January 1, 1991, Registered Nurses and Public Health Nurse represented classes received an 8% salary increase in accordance with each bargaining unit's contract. Public Health Nurse and Registered Nurse management classes received a general increase of 5% effective October 1, 1990 and are therefore approximately 3% out of alignment. Miscellaneous Adjustments. 1. Effective January 1, 1991 the incumbent of the newly created agency head class of Director, Growth Management and Economic Development (5AA2) shall be eligible, along with all other appointed department heads,. for an executive automobile allowance of $300 per month + .23 cents per mile as provided in Section V E of Resolution 89/684. 2. Effective February 1, 1991, the single position classification of Lease Manager in the General Services Department is reallocated from. salary schedule/level C5-2257 ($4338-5273) to salary schedule/level C5-2286 ($4486-5428) to retain salary parity with the equivalent class of Principal Real Property Agent in the Public Works Department similarly adjusted via P-300 #15436. 3. Effective February 1, 1991, the Sheriff-Coroner is authorized- to enter into agreements with contract cities who have a.Lieutenant.assigned as the Chief of Police to pay a monthly administrative. differential, reimbursed by the individual city, in an amount equal to one-half the percentage . differential between top step Lieutenant and top step Captain. Lieutenants who are eligible to receive this administrative differential shall do so in lieu of any other "watchstander" differentials for where ! they may be eligible.
