Contra FROM: ROBERT KOCHLY, DISTRICT ATTORNEY Costa DATE: February 6, 2007 T'4•COUti' County SUBJECT: COMMUNITY BASED PROSECUTION PROGRAM FOR THE CITY OF RICHMOND SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION 5c16x RECOMMENDATION: APPROVE Appropriations and Revenue Adjustment No. authorizing new revenues in the amount of$96,350 from the City of Richmond(75%)and the North Richmond Waste&Recovery Mitigation Fees (25%) and appropriating it for the operating costs of the program. FINANCIAL IMPACT: This action increases the District Attorney budget by $96,350 to provide for the Richmond Community Prosecution Program. REASONS FOR RECOMMENDATIONS AND BACKGROUND: The District Attorney's Office agreed to provide professional services to the City of Richmond as part of the Community Based Prosecution Program in an effort to curb local crime, reduce calls for service for disturbances of all kinds and reduce the occurrence of all quality of life crimes. The community prosecutor will spend approximately 25%of their time building cases related to illegal dumping with special emphasis on instances of commercial dumping and will be reimbursed for the cost of this time from the North Richmond Waste & Recovery Mitigation Fees. The remaining 75% of the community prosecutor's time will be spent with the Richmond Police Department to build the history on de minimus misdemeanor cases that do not normally get charged by the District Attorney's Office due to lack of history and neighborhood impact. The cost of this position will be fully funded and will have no impact on the General Fund.
