SUBJECT: CORRECTED TO READ TO APPROVE and AUTHORIZE the Employment
and Human Services Director, or designee, to execute a contract amendment with Moss
Beach Homes, Inc., effective November 1, 2006, to increase the payment limit by
$259,939 to a new payment limit of $1,605,939 for additional Welcome Home Baby
Program services, with no change in the term of July 1, 2006 through June 30, 2007.
(Budgeted: 30 % State First 5 Commission, 40% Federal Targeted Case Management
funds; 30% County Funding)

RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract amendment with Moss Beach Homes, Inc., effective
November 1, 2006, to increase the payment limit by $259,939 to a new payment limit of
$1,605,939 with no change in the term of July 1, 2006 through June 30, 2007 for
additional Welcome Home Baby Services.
FISCAL IMPACT:
$1,605,939: 45% State First Five Commission Funding; 55% Federal Targeted Case
Management Funding

Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and
Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are
Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5)
"Communities that are Safe and Provide a High Quality of Life for Children and
Families," by reducing child abuse and neglect, reduce substance abuse, improved
parenting skills, and increase percentage of stable and safe households.
BACKGROUND:
Moss Beach Homes has had a fiduciary relationship to the Welcome Home Baby
Program (WHB). Under this agreement, Moss Beach Homes will assume responsibility
for the operational oversight of the overall program, including the supervision of the
program director and all WHB staff. EHSD will retain oversight of program including
claiming and any potential expansion.
The Welcome Home Baby Program is a prevention and early intervention program
providing home visiting for first-time families in Contra Costa County. The identification
of first-time families, and provision of weekly home visits emphasizing infant bonding
and nurturing child development, health education and medical care, and assistance
with employment, housing, transportation and childcare can provide appreciable
reductions in child abuse and neglect and other significant health and education
concerns.
