BACKGROUND: Moss Beach Homes has had a fiduciary relationship to the Welcome Home Baby Program (WHB). Under this agreement, Moss Beach Homes will assume responsibility for the operational oversight of the overall program, including the supervision of the program director and all WHB staff. EHSD will retain oversight of program including claiming and any potential expansion. The Welcome Home Baby Program is a prevention and early intervention program providing home visiting for first-time families in Contra Costa County. The identification of first-time families, and provision of weekly home visits emphasizing infant bonding and nurturing child development, health education and medical care, and assistance with employment, housing, transportation and childcare can provide appreciable reductions in child abuse and neglect and other significant health and education concerns.
