The Internal Ope rations Committee,on!July 17,considered additional proposals from the AAC to amend its bylaws to increase flexibility as to when meetings may be scheduled and to also require establishment of an annual meeting schedule to facilitate better planning and attendance. Our Committee concurs with the proposed new amendments. I A revised set of bylaws and edited draft showing the recommended changes to Section VII is attached for reference. The purpose of the Aviation Advisory Committee is to provide advice and recommendations to the Board of Supervisors on the aviation issues related to the economic I viability and security of airports in Contra Costa County. B. The Aviation Advisory Committee may initiate discussions,observations, research,or review in order to make its recommendations to the Board of Supervisors. C. The Aviation Advisory Committee may hear comments on airport and aviation matters from the public or other agencies for consideration and possible recommendations to the Board of Supervisors or their designates. D. The Aviation Advisory Committee shall cooperate with local,state,and national aviation interests for the safe and orderly operation of airports. E. The Aviation AdvisorylCommittee shall advance and promote the interests of aviation and protect the general welfare of the people living and working near the airport and the County in general. F. In conjunction with all!of the above,the Aviation Advisory Committee shall provide a forum for the Director of Airports regarding policy matters at and around the airpoit. BY-LAWS CONTRA COS'T'A COUNTY AVTATiON ADVISORY COMMITTEE TEE As Amended August 1, 2006 ° I. Name The name of organization shall be the Contra Costa County Aviation Advisory Committee II. Membership A. Membership of eleven(11)will include: One member appointed by each of five(5) supervisors. One member from and nominated to the Board of Supervisors by the City of Concord. One member from and nominated to the Board of Supervisors by the City of Pleasant Hill. One member lom and nominated to the Board of Supervisors by Diablo Valley College. One member lom and nominated to the Board of Supervisors by the Contra Costa County Airports Business Association. At least one of,the above members shall be a member of the Airport Land Use Commission. . Two members)at large to represent the general community. All parties will rank and will forward nominations to the Internal Operations Committee. The Internal Operation Committee will then forward their recommendation to the Board of Supervisors who will appoint the member. B. All members are to live in the County. C. Unscheduled,vacancies shall be filled using the same procedure as a scheduled vacancy. D. Members are expected to actively represent both their appointing/ recommending body(ies)and to pursue the Purposes and Objectives of Section VIII below. Possible conflicts of interest not obvious should be clearly identified. III. Term A. Terms for all seats are two years. Appointments to fill unscheduled vacancies may be for less than two years in order to complete the current seat term. B. If the appointing jurisdiction has not reappointed a member on or before his specified expiration date, then that member may"hold over"on a month-to-month basis until such time as he is either reappointed or a new person has been�appointed to the position. IV. Attendance Requirements A. Attendance is required and failure to attend three scheduled consecutive meetings shall be considered as an automatic resignation; a significant pattern of absences may also be considered grounds for dismissal. B. Members may be excused by the Chairman for authorized absences. C. Dismissal and ieplacement of Committee members is only by action of the Board of Supervisors. V. Quorum A. Six members shall constitute a quorum. VI. Officers A. The Committee shall elect its own Chairman,Vice-Chairman, and Secretary. B. Members may, serve a maximum number of three consecutive years in any one office and shall be confirmed each year by an election of the membership,which shall take place annually at the regularly scheduled meeting in April. Uilkema, Chair �. 651 Pine Street Martinez, CA 94553 Dear Supervisor Uilkema: At its regularly scheduled meeting of May 16, a quorum of the Contra Costa County Aviation Advisory Committee members unanimously agreed to request that two changes be made to the AAC's recently amended bylaws: 1. Section VII. Scheduled Meetings, Provision (A) should simply omit the word "Evening'. This change will allow the Committee a greater degree of flexibility to schedule meetings and thereby accommodate interested parties, members of the public, and those to whom an agenda) item may be particularly relevant. We feel this change provides more individuals I an opportunity to attend the meetings and allows the committee more discretion in meeting the needs of the public. 2. Add to Section VII a fifth provision, (E), requiring newly elected officers to designate dates and times for meetings during the ensuing year to facilitate planning among interested parties. The intent of the committee in this area is to establish, for public information, the anticipated place and time of the AAC meetings for the year ahead. As needs and opportunities for committee meeting times changes come up, on a case by case basis, changes would then be accommodated and posted for publication. Underlying the recommended changes are the facts that the AAC's members are eager to accommodate their own demanding schedules, those of Local citizens, business representatives and staff members who may have rpaso. to tten �th� meetings.
